GOOD INFRASTRUCTURE HELPS MAINTAIN AND INCREASE PROPERTY VALUES. CIPS ALSO ASSIST IN ECONOMIC DEVELOPMENT BY INVESTING IN THE INFRASTRUCTURE THAT IS NEEDED TO MAKE THE CITY A DESIRED LOCATION. IT ALSO ASSISTS IN LIMITING THE CITY'S LIABILITY BY ADDRESSING POTENTIAL HAZARDS SUCH AS UPLIFTED SIDEWALKS, [00:05:05] JUST TO NAME ONE. SO THE EVALUATION CRITERIA, WHEN WE'RE LOOKING AT POTENTIAL PROJECTS TO ADD TO THE PROGRAM YOU KNOW, IT NEEDS TO MEET ONE OR MORE OF THESE CRITERIA. IS IT A HEALTH AND SAFETY ISSUE? IS IT A MANDATE FROM THE FEDERAL GOVERNMENT, FROM THE STATE GOVERNMENT, FROM THE COUNTY? IS IT PART OF THE STRATEGIC PLAN THAT THE COUNCIL HAS ADOPTED? DOES IT COMPLETE AN EXISTING PROJECT, A PROJECT THAT'S BEEN SITTING THERE FOR A WHILE THAT JUST HASN'T HAD THE FUNDING TO TO MOVE IT FORWARD? DOES IT SUPPORT ECONOMIC DEVELOPMENT IN THE CITY? WILL IT RESULT IN FUTURE OPERATIONAL SAVINGS, OR IS THERE SIGNIFICANT OUTSIDE FUNDING TO ENSURE THE PROJECT CAN MOVE FORWARD? WHAT YOU HAVE HERE IN THIS SLIDE IS KIND OF A SNAPSHOT OF THE LAST FIVE YEARS OF THE CIP PROGRAM. IT'S KIND OF A SYNOPSIS OF WHAT WE HAVE ACCOMPLISHED, BOTH ON THE EXPENDITURE SIDE AND THE PROJECT SIDE. SO ONE OF THE KEY THINGS TO NOTE IS THE GROWTH OF THE PROGRAM OVER TIME OVER THE LAST FIVE YEARS. YOU'LL SEE BETWEEN FISCAL YEAR 22 AND FISCAL YEAR 23, THERE WAS A SPIKE IN EXPENDITURES FROM $13.5 MILLION TO $20.4 MILLION. KIND OF THE BIGGEST SPIKE THAT WE HAD IN OUR IN OUR PROGRAM'S HISTORY. THIS WAS A LARGE PART DUE TO TRANSIT CENTER HAVING MANY AND ALSO HAVING A LOT OF PROJECTS THAT WERE IN DESIGN REALLY COMING TO CONSTRUCTION. AND IT REALLY SHOWS THE AMOUNT OF WORK THAT WAS THAT WAS DONE IN THAT YEAR AND OVER THE LAST COUPLE OF YEARS AS WELL. EXPENDITURES IN OUR CURRENT FISCAL YEAR, 24-25, YOU KNOW, WE'RE TRACKING WE'RE CURRENTLY AT $17.8 MILLION THAT WE'VE CURRENTLY SPENT. WE'RE TRACKING PROBABLY TO GET CLOSE TO LAST YEAR'S $24.5 MILLION. WE'LL SEE WE HAVE SOME PROJECTS THAT ARE THEY'RE GETTING CLOSE TO BEING COMPLETED. AND, YOU KNOW, WE'LL PAY THOSE OUT. JUST TO NOTE THAT OUT OF THE $17.8 MILLION, ALMOST $18 MILLION, FIVE PROJECTS REALLY MADE UP HALF OF THAT COST. AND THAT WAS THE DOMINGUEZ PARK PLAY EQUIPMENT PROJECT THAT YOU GUYS HOPEFULLY HAVE SEEN WAS KIND OF THE HIGHLIGHT OF THIS YEAR. I WOULD SAY BICYCLE IMPLEMENTATION PROJECT, THE MBB RESURFACING PROJECT, PORTOFINO PUMP STATION, AND THE INTERNATIONAL BOARDWALK AND RIVIERA VILLAGE PAVER PROJECT. THOSE FIVE MADE UP $9.6 MILLION IN EXPENDITURES FOR THE YEAR. SO A LITTLE MORE THAN HALF OF WHAT WE'VE SPENT SO FAR. SO THE NEXT COUPLE SLIDES ARE JUST GOING TO SHOW PROJECTS THAT WE'VE COMPLETED AND THAT ARE IN CONSTRUCTION AND IN DESIGN. I WON'T GO OVER EVERY SINGLE ONE OF THESE PROJECTS, BUT JUST TO GIVE YOU, JUST TO GIVE YOU KIND OF THE BREADTH OF WHAT PROJECTS WE'VE WORKED ON THIS YEAR. AS YOU SEE, 19 COMPLETED PROJECTS SO FAR TO DATE, WE'LL PROBABLY HAVE A FEW MORE ADDED TO THAT BY THE END OF JUNE. TRACKING CLOSE TO WHAT WE, WE SAID WE'RE GOING TO COMPLETE LAST YEAR, WHICH I THINK WAS ABOUT 25, 26 PROJECTS. THESE ARE PROJECTS THAT ARE CURRENTLY IN CONSTRUCTION ARTESIA BOULEVARD INTERSECTION, WE SAY IN CONSTRUCTION HASN'T ACTUALLY STARTED, BUT IT'S GETTING VERY CLOSE TO STARTING. THAT'S RYAN'S. RYAN'S THE KIND OF THE PROJECT MANAGER ON THAT PROJECT. THE BICYCLE, TWO AND THREE. THERE ARE TWO PROJECTS, BUT IT'S REALLY ONE CONSTRUCTION CONTRACT. THIS IS GETTING CLOSE TO BEING COMPLETED. WE HAVE A FEW THINGS THAT HAVE TO BE TIGHTENED UP. BEACH BLUFF PED LIGHT REPLACEMENT. THIS IS ALSO GOING TO BE COMPLETED PROBABLY IN THE NEXT FEW WEEKS HERE. CIVIC CENTER C OURTYARD LANDSCAPE. AS YOU GUYS WALKED IN, IF YOU SEE THERE'S SOME THE MOVEMENT ACTUALLY THE PAVERS WERE ACTUALLY ADDED. THE NEXT STEP IS ACTUALLY GETTING SOME LANDSCAPING THAT WILL BE WORKED THERE. AND THEN THAT THAT PROJECT WILL BE COMPLETED IN THE NEXT SEVERAL MONTHS. TRAFFIC SIGNAL UPGRADES KIND OF GOES ALONG WITH ARTESIA BOULEVARD. HELPED FUND THAT PROJECT. PORTOFINO PUMP STATION THAT'S COMING TO A CLOSE HERE FAIRLY CLOSELY IN THE NEXT MONTH OR TWO. AND THEN THE REDONDO BEACH MARINA PAY STATIONS. THAT'S ALSO VERY CLOSE TO BEING COMPLETED IN THE NEXT IN THE NEXT COUPLE OF MONTHS. LET'S SEE, HERE'S JUST A OVERVIEW OF THE PROJECTS AND PROCUREMENT. WHAT WE CALL PROCUREMENT IS THAT WE YOU KNOW, WE'VE AWARDED IT. IT'S BEEN PUT OUT TO BID. WE'RE STILL KIND OF GOING THROUGH THE CONTRACT PROCESS, EXECUTION PROCESS. SO WE HAVE SOME SOME PRETTY BIG PROJECTS HERE. RESIDENTIAL STREET REHAB. THE NEXT PHASE OF THAT HAS BEEN AWARDED. WE'RE GOING THROUGH CONTRACT EXECUTION. I BELIEVE IT MIGHT HAVE ALREADY BEEN EXECUTED FULLY, AND WE SHOULD START CONSTRUCTION IN THE NEXT IN MAY THAT WILL TAKE SEVERAL MONTHS. THE NEXT PHASE IS ACTUALLY IN DESIGN, AND THAT WILL BE HOPEFULLY GOING TO CONSTRUCTION LATER IN THE FALL AS WELL. THE SOUTHERN CALIFORNIA EDISON RIGHT OF WAY LANDSCAPE IMPROVEMENTS. [00:10:02] THIS WAS KIND OF A PROJECT CHAMPIONED BY THE LATE MAYOR BRAND. THAT WAS FINALLY AWARDED. SO THAT HOPEFULLY WILL COME INTO CONSTRUCTION IN THE SUMMER OF THIS YEAR. WILDERNESS PARK IMPROVEMENTS THE POND RECONSTRUCTION OF THE PONDS DOWN THERE. WE AWARDED A DESIGN BUILD CONTRACT. THIS IS KIND OF THE CURRENT MAYOR'S PRIORITY PROJECT, SO WE'RE EARNESTLY WORKING THROUGH THAT ONE AS WELL. KINGSDALE AVENUE RESURFACING. WE JUST RECEIVED BIDS FOR THAT ON THURSDAY. THEY WERE VERY FAVORABLE BIDS. SO WE HOPE TO AWARD THAT IN THE NEXT MONTH AND MOVE INTO CONSTRUCTION SOMETIME IN THE LATE SUMMER. AND THEN AVIATION ARTESIA RIGHT DOWN RIGHT TURN LANE. THAT'S BEEN APPROVED FOR A WHILE. WE'RE WAITING FOR FINAL JUDGMENT TO BE ABLE TO CLOSE EMINENT DOMAIN CASE THERE AND THEN MOVE FORWARD INTO CONSTRUCTION. HERE'S JUST ANOTHER LIST OF PROJECTS THAT ARE IN DESIGN AND DIFFERENT ASPECTS AND DESIGN, EITHER PRE-DESIGN OR FULLY KIND OF IN THE DESIGN PROCESS. SOME BIG PROJECTS HERE, PROBABLY THE NORTH REDONDO BEACH BIKEWAY EXTENSION. THIS IS ALSO RYAN LIU'S PROJECT THAT HE'S WORKING ON THE RIVIERA VILLAGE PEDESTRIAN AND MULTIMODAL ENHANCEMENTS. THAT'S IN THE PRE-DESIGN PHASE, BUT THAT HAS THE IF THAT MOVES FORWARD, THAT'S A VERY REIMAGINING OF WHAT CATALINA LOOKS LIKE AT THE RIVIERA VILLAGE. SO THAT'S A BIG PROJECT AND AN EXCITING PROJECT THAT WE'LL SEE WHERE IT GOES. AND I WON'T GO THROUGH ALL OF THEM AGAIN. BUT THIS IS JUST TO KIND OF SHOW YOU THE WORK THAT'S BEING DONE CURRENTLY. SO NEXT STEPS IN TERMS OF NEXT YEAR'S BUDGET RIGHT NOW, YOU KNOW, THE RECOMMENDATIONS OF STAFF ARE SUBMITTED TO, TO ME AND TO PUBLIC WORKS . WE KIND OF VET THOSE THROUGH. WE'RE MEETING WITH CITY MANAGER AS A TEAM, DECIDING WHICH PROJECTS WE'RE GOING TO MOVE FORWARD. THAT CITY MANAGER'S PROPOSED BUDGET TO THE CITY COUNCIL WILL BE RELEASED ON MAY 16TH. AND THAT'S BY CHARTER. MANDATED BY CHARTER. THE PLANNING COMMISSION REVIEWS IT ON MAY 15TH, AND THE PUBLIC HEARING FOR THE CIP WILL TAKE PLACE ON THE SECOND MEETING IN JUNE, JUNE 10TH. JUST ONE OVERVIEW. WE'LL STOP HERE FIRST. ONE NOTE I'LL MAKE ABOUT NEXT YEAR'S BUDGET IS, IS THE DISCRETIONARY FUNDING THAT WE HAVE RELIED ON OVER THE LAST SEVERAL YEARS IS DRIED UP A LITTLE BIT. SO WE'RE REALLY LOOKING AT OUR PROJECTS CLOSELY. WE'RE LOOKING REALLY LOOKING AT TO ENSURE THAT WE CAN ACTUALLY MOVE A PROJECT FORWARD AND FULLY FUND IT BEFORE WE BEFORE WE MOVE IT FORWARD. WHAT WE HAVE HERE IS ESTIMATED CARRYOVER FUNDING FOR FISCAL YEAR 24-25. THIS IS FUNDING THAT WOULD CARRY OVER INTO NEXT BUDGET CYCLE. CARRYOVER FUNDING IS FUNDING THAT HAS BEEN APPROPRIATED TO SPECIFIC PROJECTS BUT HAS NOT BEEN ENCUMBERED OR EXPENSED. AND THIS HAPPENS FOR A MULTITUDE OF REASONS. PHASING OF PROJECTS, DELAYS THAT ARE OUTSIDE THE CITY'S CONTROL OR WORK THAT CROSSES OVER MULTIPLE FISCAL YEARS. AS YOU SEE HERE, WE'RE PROJECTING. AND THIS NUMBER COULD CHANGE DEPENDING ON WHAT HAPPENS IN THE NEXT COUPLE OF MONTHS. $64.5 MILLION LARGE PORTION OF THESE ARE REGIONAL METRO REGIONAL MEASURE W GRANTS. RIGHT. WE HAVE, YOU KNOW, FULTON PLAYFIELD $3.4 MILLION THAT WE'RE CARRYING OVER THERE. INGLEWOOD AT MBB, WHICH IS ALMOST COMPLETE, A COUPLE MILLION DOLLARS THERE. SEASIDE LAGOON, WHICH IS A BIG GRANT. WE'RE CARRYING ALMOST $8 MILLION THERE. ALL THAT TO SAY IS IT LOOKS LIKE A BIG NUMBER, BUT A LOT OF THIS IS TIED UP IN GRANT FUNDING AND REGIONAL, MONEY THAT HAPPENS OVER MULTIPLE FISCAL YEARS. SO DRAFT FOR THE FISCAL YEAR 25-26 BUDGET. AS I MENTIONED, WE'RE CURRENTLY IN THE DEVELOPMENT PHASE OF OUR BUDGET. WE'RE GETTING CLOSE TO STARTING TO PUT THAT TOGETHER, THAT AND HAVE IT RELEASED FOR MAY 16TH. I THINK ONE OF THE MES YOU'LL SEE FOR THE UPCOMING BUDGET YEAR IS WORKING THROUGH THE BACKLOG OF EXISTING PROJECTS. WE ENTERED THE YEAR WITH 120 PROJECTS. THE ONLY NEW PROJECTS THAT ARE BEING PROPOSED WILL BE GRANT FUNDED PROJECTS, OR A COUPLE OF COUNCIL PRIORITIES THAT HAVE LACKED SOME FUNDING THAT WE WERE ABLE TO RECOMMEND TO MOVE FORWARD. THE LAST SEVERAL YEARS HAVE SEEN THE ADDITION OF OVER 40 PROJECTS. PREVIOUS COUNCILS WERE VERY ACTIVE IN ADDING PROJECTS. [00:15:02] MANY OF THOSE WERE ADDED WHEN THE CITY ISSUED AND THE BUDGET FINANCE COMMISSION WOULD KNOW THIS. WELL, THE LEASE BOND FOR THE PERS RIGHT. THAT CREATED SOME ADDITIONAL DISCRETIONARY FUNDING THAT THE COUNCIL YOU KNOW, AGGRESSIVELY PUT INTO THE CIP PROGRAM. THIS UPCOMING YEAR. I THINK WHAT WE'RE SAYING IS WE'RE GOING TO GET BACK TO BASICS OR TO THE CORE OF OUR CIP PROGRAM. THERE'S NOT A LOT OF DISCRETIONARY FUNDING TO ADD NEW PROJECTS. SO WE'LL BE FOCUSING ON OUR PROGRAM THAT WE KIND OF DO ON A CONSISTENT BASIS. AND THAT INCLUDES THE RESIDENTIAL STREET REHAB PROGRAM, WHICH IS A VERY WELL-RECEIVED PROGRAM THROUGHOUT THE CITY. WE'LL BE LOOKING AT OUR CITY FACILITY INFRASTRUCTURE. NOW THAT THE VOTERS HAVE APPROVED MEASURE FP THAT MONEY THAT WAS TYPICALLY GOING TO THE POLICE DEPARTMENT AND THE FIRE STATIONS TO TRY TO UPKEEP THOSE THAT WILL BE REDIRECTED TO SOME OF OUR OTHER FACILITIES, INCLUDING CITY HALL, THE CIVIC CENTER IN GENERAL. AND LOOKING AT OUR REPLACEMENT OF OUR HVAC SYSTEMS, OUR ROOF, THE KIND OF VITAL INFRASTRUCTURE THAT'S NOT NECESSARILY THE MOST EXCITING, BUT JUST SUPER IMPORTANT. AND THEN THERE'S A COUPLE OF PROJECTS THAT THE COUNCIL IS, IS VERY KEEN ON MOVING FORWARD. ONE IS THE VETERANS PARK HISTORIC LIBRARY IMPROVEMENTS. RIGHT. THERE'S A POTENTIAL AGREEMENT TO HAVE THAT LEASED OUT TO AN OPERATOR. SO WE NEED TO MAKE CERTAIN IMPROVEMENTS ON THERE BEFORE THAT THAT FULLY GOES FORWARD. THE REDONDO BEACH PERFORMING ARTS CENTER, WE'VE CARRIED OVER SOME FUNDING THERE FOR FOR IMPROVEMENTS ON THEIR SEATS ON THE ROOF. SO WE'RE REALLY LOOKING TO MAKING SURE THOSE IMPROVEMENTS ARE DONE THIS UPCOMING YEAR TO MAKE THAT THAT FACILITY USABLE ON ITS USABLE AS IT IS NOW, BUT JUST MAKE IT A BETTER A BETTER PRODUCT FOR FOR ALL THOSE OPERATORS THAT COME IN AND LEASE IT. I BELIEVE ONE OF THE AREA RESIDENTS HAD SOME QUESTIONS, HAD SOME OPPOSITION TO WHAT STAFF ORIGINALLY PROPOSED. SO THE COMMISSION CHOSE TO CONTINUE THAT ITEM TO THIS MONTH. IN THAT TIME, SINCE WE HAVE TALKED WITH THE RESIDENT, DONE SOME ADDITIONAL OBSERVATIONS AND SITE VISITS, AND HAVE COME UP WITH A REVISED SOLUTION. SO HERE YOU CAN SEE SOME OF THE EXISTING ISSUES AND WHY WE ARE CONSIDERING LONG TERM CHANGES HERE. THIS WHOLE AREA IS TECHNICALLY AN ALWAYS STOP. THE WESTBOUND AND EASTBOUND RIPLEY STOP APPROACHES ARE 130FT AWAY FROM EACH OTHER. COMPARED TO THE EASTBOUND RIPLEY AND THE SOUTHBOUND PERKINS APPROACHES ARE ONLY 35FT AWAY FROM EACH OTHER. IT IS NOT IMMEDIATELY APPARENT THAT ALL THREE OF THESE APPROACHES ARE IN THE SAME ALL WAYS STOP. AND IT'S UNCLEAR THAT EASTBOUND STOP SIGN AT HUNTINGTON. SO WE WILL BE MOVING THE WESTBOUND STOP SIGN ON RIPLEY CLOSER TO THE INTERSECTION AT PERKINS. SQUARING UP THAT INTERSECTION SO THAT EACH APPROACH IS HOPEFULLY MORE 90 DEGREES TO EACH OTHER. USING CURB EXTENSIONS TO SLOW DOWN THE VEHICLE TURNS AND PROVIDE THE NECESSARY SPACE FOR CURB RAMPS. HERE IN THESE GREEN RECTANGLES, WE'RE SHOWING THE PARKING SPACES THAT WILL BE KEPT AS PART OF THIS PROHIBITING CONTINUING TO PROHIBIT PARKING ALL ALONG THE ISLAND. AND THAT'S WHERE WE WANT TO DIRECT A LOT OF THE PEDESTRIANS AND CYCLISTS WHO A RE CROSSING THERE. SO THIS IS AS YOU CAN SEE BELOW, THIS IS A FRONTAGE ROAD ON PROSPECT THAT AS YOU GO RIGHT ON THIS IMAGE, YOU'RE GOING SOUTH EAST, SOUTH SOUTHBOUND ON AND PROSPECT. THIS FRONTAGE ROAD STARTS SOUTH OF BERYL AND ENDS AT DIAMOND. THESE ARROWS SHOW THE DIRECTIONALITY OF THE STREET OF THAT FRONTAGE ROAD. BUT RE-ENVISIONING THAT INTERSECTION TO BE VERY MULTIMODAL PROVIDING PROTECTED INTERSECTION ELEMENTS WHERE POSSIBLE BY BIKE SIGNAL PHASES SO THAT IT CONNECTS WITH THE FUTURE WITH THAT FUTURE EXTENSION OF THE NORTH REDONDO BIKE PATH EXISTING BIKE LANES ON GRANT WEST OF INGLEWOOD, AND FUTURE PROTECTED BIKE LANES ON GRANT EAST OF INGLEWOOD.
