WE HAVE BEN MORSE. AND WOULD YOU LET US KNOW WHO YOU ARE? YES. HELLO, COMMISSION. MY NAME IS BENJAMIN MORSE.

I WAS ON THE PUBLIC SAFETY COMMISSION FOR TEN YEARS BECAUSE I CAME IN MID-TERM WHEN I FIRST STARTED.

AND I'VE HAD A WONDERFUL TIME WORKING WITH THE CITY HERE, AND I'VE LIVED HERE FOR 30 YEARS.

I WAS BORN AND RAISED IN MANHATTAN BEACH, MOVED HERE WHEN THAT CITY WAS NO LONGER COOL, AND LOVED REDONDO BEACH SO MUCH.

AND THAT'S WHY I WAS INVOLVED IN THE COMMISSION.

THE REASON I'M HERE TODAY IS BECAUSE I'M A FOURTH GENERATION SAILOR.

MY KIDS ARE FIFTH GENERATION SAILORS. AND I HAVE A BOAT IN PORT ROYAL MARINA, AND MY I'VE HAD LIVEABOARD STATUS.

I DON'T CURRENTLY HAVE LIVEABOARD STATUS, BUT I HAVE NOTICED SOMETHING THAT I SPENT A BIT OF TIME RESEARCHING, AND I SPOKE WITH CODE ENFORCEMENT ABOUT IT. AND THEY SAID THEIR HANDS ARE TIED, AND I THINK I MAY HAVE COME UP WITH SOMETHING AS A WAY TO HELP RESOLVE SOMETHING THAT IS HAVING A VERY QUIET BUT VERY SIGNIFICANT IMPACT ON THE SAFETY OF OUR COMMISSION AND ON THE WELL-BEING OF OUR SORRY OF OUR HARBOR, AS WELL AS THE WELL-BEING OF IT.

AND SO WHAT IT IS THAT TO WORK AND TO SERVICE THE BOATS IN THE MARINA, YOU NEED TO, OF COURSE, HAVE A CITY LICENSE. YOU CAN DO BUSINESS IN THE CITY.

YOU NEED TO HAVE INSURANCE. AND IF YOU ARE A MECHANIC, YOU NEED TO BE A LICENSED MECHANIC.

AND THAT'S JUST OBVIOUSLY BASELINE. HOPEFULLY YOU HAVE, YOU KNOW, NO SUITS AGAINST YOU AND A LOT OF OTHER THINGS.

AND THAT'S JUST HOW BUSINESSES GO IN GENERAL.

BUT WHAT I FOUND IS THAT THERE ARE MANY IF NOT ALMOST ALL THE SERVICE PROVIDERS DOWN THERE ARE UNLICENSED MECHANICS.

THEY ARE PEOPLE THAT ARE NOT NECESSARILY LEGAL TO BE WORKING IN OUR COMMUNITY, AND THEY ARE ALSO USING PRODUCTS THAT ARE NOT LEGAL TO USE ON THAT SIDE OF THE FENCE. SO THERE ARE SOME VERY BASIC HOUSEHOLD CLEANING THINGS THAT PEOPLE USE BECAUSE THEY'RE VERY LOW COST AND THEY'RE VERY EFFECTIVE CLEANERS, BUT THEY ARE EXTREMELY TOXIC. THEY SAY IT RIGHT ON THE LABEL AND THEY ARE FORBIDDEN TO BE USED IN THE MARINA.

UNFORTUNATELY, THERE ARE A LOT OF PEOPLE THAT DO THAT.

AND WHEN SPEAKING IN CODE ENFORCEMENT ABOUT IT, THEY SAID, WELL, IF YOU CAN HAVE US THERE AT THE MOMENT THAT ONE OF THESE PEOPLE IS RECEIVING CASH FROM A BOAT OWNER, AND WE CAN BE THERE TO WITNESS THAT MOMENT, THEN WE CAN ENFORCE THE CODE, WHICH IS OF COURSE, INSANE, BECAUSE THAT'S NOT GOING TO HAPPEN, THEY SAID. BECAUSE IF WE CALL THEM OUT, THEY SAY, WELL, YOU KNOW, I JUST HAVE THIS T-SHIRT ON. I DON'T REALLY WORK FOR THAT COMPANY. OR THEY SAY I HAVE YOU KNOW, IT'S JUST A FRIEND'S BOAT. BUT WHAT WE CAN DO IS WE CAN TALK TO THE MARINAS WHERE THEY HAVE THEIR CARDS

DISPLAYED, AND WE CAN LET THE MARINAS KNOW THESE PARTICULAR INDIVIDUALS AND THESE COMPANIES ARE NOT LEGAL TO WORK IN YOUR MARINA.

THERE IS LIABILITY FOR YOU. THERE IS LIABILITY FOR THE BOAT OWNERS.

AND THERE'S CERTAINLY BIG RISK TO OUR MARINA.

SO THAT IS SOMETHING THAT I WANTED TO PUT FORTH AS SOMETHING THAT.

THAT IS TIME. IN THE OLD DAYS, OUR HARBOR MASTER TOOK CARE OF THAT.

THEY WOULD PATROL, AND IF ANYTHING WAS BEING USED, THEY WOULD ASK TO SEE THE CONTAINER AND READ THE LABEL AND YOU WOULD RECEIVE.

OR IF YOU WERE SANDING WITHOUT A VACUUM, YOU WOULD RECEIVE A CITATION.

SO MAYBE WE SHOULD BRING THIS UP WITH THE HARBOR MASTER AND SEE IF HE CAN PROVIDE PATROL.

OKAY. IT WON'T BE FOR LICENSING OF MECHANICS, BUT IT WILL BE FOR PRODUCT.

SURE. AND WE CAN SEE WHAT WE CAN DO ABOUT THE CODE ENFORCEMENT.

YEAH, IT'S JUST SOMETHING THAT I TALKED TO THEM ABOUT. THERE'S JUST A DIFFERENT WAY TO GO ABOUT IT.

THEY SAID, WELL, YOU KNOW, BEN, YOU'RE THE ONLY ONE THAT HAS A CITY LICENSE HERE, THE ONLY ONE THAT SHOWS INSURANCE AND THE ONLY ONE THAT'S LICENSED TO DO THIS.

WELL, THIS IS ALSO FOR THE SAFETY AND PROTECTION OF PEOPLE WHO ARE HIRING THESE PEOPLE.

OF COURSE. YEAH. SO RIGHT NOW, IT DOESN'T TAKE ANY IF SOMEBODY WANTS TO POST A CARD IN THE IN ONE OF THESE PLACES AND DO IT ADVERTISING, THERE'S NO THEY DON'T NEED ANY PERMISSION TO DO THAT. THEY CAN JUST POST THEIR BUSINESS.

THEY JUST PUT THEIR BUSINESS WHEREVER THEY WANT. AND IF THEY'RE BUDDIES WITH A DOCK MASTER THEN EVEN BETTER, THEY'LL, YOU KNOW, GET A CARD OUT IN THE FRONT THERE.

BUT YOU CAN GO TO RECORDS, AS I DID THIS WEEK OR LAST WEEK AND VERIFY WITH THEM.

MY COMPANY, CABIN CLEANERS, IS THE ONLY ONE THEY HAVEN'T FILED TO LEGALLY DO WHAT I DO THERE.

NOBODY ELSE IS DOING IT. AND SOME OF THESE GUYS HAVE BEEN DOING IT FOR A REALLY LONG TIME. AND SO OBVIOUSLY IT'S EASY TO UNDERCUT ME WHEN THEY DON'T HAVE TO PAY FOR ALL THE THINGS THAT I DO WHEN THEY RUN IT ILLEGALLY. BUT ALSO I SPEND A LOT OF TIME CLEANING UP THEIR MESS BECAUSE THEY DON'T DO THINGS RIGHT REAL QUICK, REAL QUICK. JUST A JUST A MOTION TO EXTEND FOR ONE MORE MINUTE.

NOTHING BIG TONIGHT. I JUST WANTED TO CHECK IN AND JUST KIND OF GIVE YOU AN UPDATE ON SOME OF THE FUN STUFF THAT'S BEEN GOING IN THE HARBOR LATELY.

AS MANY OF YOU KNOW THIS IS A TIME WHEN WE HAVE THE OPENING DAY CEREMONIES FOR BOTH KING HARBOR YACHT CLUB AND PORT ROYAL YACHT CLUB.

IF YOU GO BACK AND CHECK EASY READER ON THURSDAY, APRIL 17TH, YOU'LL SEE A PRESS RELEASE THAT I WROTE AT THE KING HARBOR YACHT CLUB EVENT.

WE HAD MAYOR JIM LIGHT THERE, AS WELL AS OUR NEW HARBOR AREA COUNCILMAN CHAD CASTLE.

ALL OF THE REGIONAL GOVERNMENT LEADERS SENT REPS FROM THE SUPERVISOR, THE ASSEMBLYMEN, THE STATE SENATOR, AND THE CONGRESSMAN. BUT WE HAD SOME SPECIAL GUESTS THIS YEAR.

THE CAPTAIN OF THE PORT / COAST GUARD COMMANDER COULDN'T COME BECAUSE SHE WAS OUT ON VACATION, BUT SHE SENT LIEUTENANT BRANDON TOWLE TO REPRESENT THEM, WHICH WAS WONDERFUL.

ALSO VERY UNUSUAL. WE GOT ONE OF THE COMMISSIONERS FROM THE CALIFORNIA DIVISION AND BOATING AND WATERWAYS TO JOIN US, GONZALO MEDINA. AS YOU ALL WELL KNOW, THESE ARE THE FOLKS WHO CONTROL TENS OF MILLIONS OF DOLLARS IN FUNDING FOR THINGS LIKE BOAT RAMPS.

SO IT WAS GREAT TO HAVE HIM WITH US FLASHING FORWARD TO THE PORT ROYAL YACHT CLUB, OPENING DAY ON THE 19TH.

WE HAD OUR COUNCILMAN, CHAD CASTLE THERE AND COUNCILMAN BRAD WALLER.

SO IT WAS CHAD CASTLE'S FIRST TIME TO GET UP AND READ A PROCLAMATION ON OPENING DAY.

SO GREAT TO HAVE HIM SO, SO INVOLVED WITH US.

APRIL 14TH, WE HAD THE ASSOCIATION OF SANTA MONICA BAY YACHT CLUBS HOSTED AT KING HARBOR YACHT CLUB.

THE BRAND NEW REAR COMMODORE FOR THAT ASSOCIATION IS LISA GRIFFIN, THE IMMEDIATE PAST COMMODORE PORT ROYAL YACHT CLUB.

SO GREAT TO SEE HER STEPPING UP TO THE REGIONAL LEVEL.

APRIL 26TH WE HAD A GIANT YOUTH REGIONAL REGATTA, 79 BOATS FROM 12 YACHT CLUBS.

ALL THESE KIDS IN EIGHT FOOT BOATS SAILED IN THE OPEN OCEAN RIGHT IN FRONT OF THE YACHT CLUBS.

REALLY, REALLY FUN TO HAVE ALL THOSE FOLKS. I THINK IT BRINGS A LOT OF PRESTIGE TO OUR HARBOR AND OUR CITY.

APRIL 28TH, WE HAD A THANK YOU LUNCHEON FOR TWO OF THE US COAST GUARD GUYS WHO COORDINATE OUR SEARCH AND RESCUE EFFORTS.

I ATTENDED THAT OVER AT THE HARBOR PATROL BUILDING, AND I BROUGHT CUPCAKES FOR DESSERT.

FINALLY, APRIL 30TH, THE BEACH LIFE FOLKS PUT TOGETHER A CONCERT WITH RICK SPRINGFIELD.

AND ONE OF THE BENEFICIARIES OF THAT EVENT WAS OUR KING HARBOR YOUTH FOUNDATION.

SO A LOT, A LOT OF FUN STUFF GOING INTO THE HARBOR.

SO FIRST, BEACHLIFE FESTIVAL, IT WAS A GIANT SUCCESS, AND IT'S LOOKING LIKE IT'S GOING TO BE THE MOST SUCCESSFUL BEACHLIFE FESTIVAL TO DATE. SO ON FRIDAY, THERE WAS ABOUT 10,300 PEOPLE, SATURDAY 12,100 PEOPLE, AND SUNDAY 11,200 PEOPLE ATTENDED. WE DIDN'T HEAR ABOUT ANY MAJOR POLICE INCIDENTS.

THERE WAS A FEW MEDICAL ISSUES, BUT MOSTLY JUST RELATED TO DEHYDRATION.

SO EVERYONE'S VERY EXCITED ABOUT HOW THE FESTIVAL WENT AND THAT THE WEATHER HELD OFF.

SO THAT WAS SOME GREAT NEWS. ALSO, OUR BLADE SIGNS ARE NOW UP ON INTERNATIONAL BOARDWALK.

SO THEY WERE COMPLETED ON FRIDAY, SO ENCOURAGE EVERYONE TO GO AND CHECK THEM OUT.

AND THEY'RE GREAT FROM THE BOARDWALK AND UP FROM THE BIKE PATH AS WELL.

THERE WAS A LOT OF THOUGHT THAT WENT INTO THAT, MAKING SURE THEY WERE VISIBLE FROM BOTH OF THOSE VIEWPOINTS.

SO THEY LOOK GREAT. GO CHECK THEM OUT. ALSO, LET'S SEE ON APRIL 29TH, WE HAD THE STRATEGIC PLAN WORKING SESSION AT THE CITY COUNCIL MEETING. AND COMMISSIONER CARLSON WAS ABLE TO JOIN US FOR THAT.

AND THAT WAS FUN. AND COUNCIL REVIEWED THE LETTER FROM THAT YOU ALL PROVIDED THEM.

AND WE'RE EXCITED TO SAY THAT YOU ALL SUBMITTED 13 ITEMS AS PART OF THAT LETTER, AND SIX OF THEM WERE PICKED UP AS PART OF THE STRATEGIC PLAN.

SO AND WE OR THE COUNCIL REORGANIZED THE GOALS GOING FORWARD FOR THE NEXT STRATEGIC PLAN.

AND GOAL NUMBER ONE IS THE ECONOMIC VITALITY, WHICH INVOLVES OUR COMMISSION AND OUR DEPARTMENT AND THE PROJECTS THAT WE'RE WORKING ON.

SO AS PART OF THAT STRATEGIC PLAN, THEY PICKED UP SEASIDE LAGOON, THE BOAT LAUNCH AND A LOT OF FOCUSING ON LEASING AND BRINGING IN NEW BUSINESSES. LOOKING AT THE JOE'S CRAB SHACK SITE AND THEN JUST OTHER DEVELOPMENT PARTNERSHIPS DIVIDING THE BASIN ONE LOOKING AT MAISON RITZ AND THEN KIND OF DIVING INTO THAT ECONOMIC DEVELOPMENT WORKING GROUP TO UNDERSTAND SOME OF THE BARRIERS TO BRINGING NEW BUSINESSES.

SO THAT STRATEGIC PLAN WILL GO TO COUNCIL ON JUNE 3RD, AND THIS STRATEGIC PLAN WILL BE A TEN MONTH STRATEGIC PLAN.

SO A LITTLE BIT LONGER. LAST TIME IT WAS SIX MONTHS.

WE'RE LOOKING AT A TEN MONTH TIMELINE FOR THE FOR THE NEW STRATEGIC PLAN.

SO THOSE ARE JUST A FEW OF THE UPDATES BEFORE THE OFFICIAL UPDATES.

FIRST OFF, THE BOAT LAUNCH. SO MOFFATT AND NICHOL IS WORKING ON UPDATING SOME OF THOSE STUDIES, AND WE DO EXPECT TO HAVE ALL OF THE FINAL STUDIES BACK BY THE END OF THE MONTH.

AND THEN WE WANT TO REENGAGE WITH THE SUBCOMMITTEE PROBABLY END OF JUNE TO KIND OF GO THROUGH THOSE, THOSE STUDIES SO THAT WE CAN NOW KIND OF UNDERSTAND THE PARAMETERS TO THE, TO THE DESIGN.

SO THAT IS MOVING FORWARD. AND THEN WE'RE LOOKING TO KIND OF HAVE OUR PUBLIC OUTREACH MEETING MAYBE JULY, LATE JULY, JULY, MAYBE EARLY AUGUST WITH THE COMMUNITY.

SO WE'RE GOING TO BE DOING A KICKOFF MEETING SHORTLY WITH SWA, WHO WILL BE DOING THAT OUTREACH, WHO ALSO DID THE OUTREACH FOR THE AMENITIES PLAN.

SO YEP. IT'S PROGRESSING ALONG. MARINA PARKING LOT IMPROVEMENTS.

SO THE PARKING LOT IMPROVEMENTS WERE SPLIT INTO TWO PHASES.

THE FIRST PHASE IS COMPLETE. AND THAT'S THE PORTION NEAR THE SURF CLUB IN SEASIDE LAGOON.

AND WE'VE BEEN WAITING FOR THE FOR A BEACHLIFE FESTIVAL TO WRAP UP BEFORE WE STARTED ON THE SOUTHERN PHASE OF THE PROJECT.

SO NOW THAT BEACHLIFE FESTIVAL IS OVER, WE ARE GETTING READY TO START THE STRIPING AND THE NUMBERING OF THE SOUTHERN PORTION OF THE LOT. AND THAT SHOULD BE WRAPPED UP BY THE END OF MAY.

AND ALSO THE SEWER PUMP PROJECT SHOULD BE COMPLETED BY THE END OF MAY AS WELL.

SO WE'RE GOING. TO BE INSTALLING THE THREE ELECTRONIC PAY STATIONS SHORTLY AND THEN PUTTING UP THE SIGNAGE ABOUT THE PAY BY APP ABILITY FOR PEOPLE AS WELL.

AND THEN WE DID I KNOW THAT COMMISSIONER COLLER MENTIONED ABOUT HOW THE USERS OF THE COURTESY DOCK WOULD PAY FOR THE PARKING.

SO WE WANTED TO MAKE SURE WE KIND OF HAD FIGURED THAT OUT BEFORE WE LAUNCHED, LAUNCHED THE NEW PARKING CHANGES.

SO WE MET WITH PUBLIC WORKS AND PARKING ENFORCEMENT AND THE NEW SYSTEM.

THEY WILL BE USING THE PAY STATIONS TO PAY FOR THE DINGHY DOCK.

AND YOU DON'T WHEN YOU PAY AT THE PAY STATIONS, YOU DON'T NEED TO ENTER A LICENSE PLATE NUMBER OR ANYTHING LIKE THAT.
