THERE HAVE BEEN OTHERS. PREVIOUSLY, IN 2008, THERE WAS A GREEN TEAM, AND THEY HAD PROPOSED THAT THERE BE A TREE ORDINANCE AS WELL AS A THOROUGH WEBSITE WITH INFORMATION.

I'VE TALKED TO SOME OF MY NEIGHBORS IN DISTRICT FIVE, AND THEY DON'T FEEL COMFORTABLE ON THE SIDEWALK ON ARTESIA, PARTICULARLY IF CHILDREN ARE WITH THEM. PERHAPS THE COMMISSION COULD INVESTIGATE THIS ISSUE.
THE COUNCIL SEEMS TO WANT ARTESIA DISTRICT TO BE MORE LIKE THE BUSY RIVIERA.
PEOPLE FEEL COMFORTABLE WALKING THE SIDEWALKS ON CATALINA AND THE RIVIERA THE TRAFFIC VOLUME.
IS ARTESIA TRAFFIC LOCAL? AE ARE DRIVERS GOING TO OR COMING FROM NEIGHBORHOODS IN THE AREA? OR IS MUCH OF ARTESIA TRAFFIC THROUGH TRAFFIC, THAT IS, PEOPLE TRAVELING FROM OUTSIDE REDONDO WITH A DESTINATION OUTSIDE REDONDO.
THE BUSINESSES ON ARTESIA AREN'T SO CROWDED TO MAKE YOU THINK THAT ALL THOSE CARS INTEND TO STOP IN REDONDO, AND THAT'S IMPORTANT. FIRST, PEOPLE TRAVELING THROUGH TEND TO GO AT HIGHER SPEED, CREATING A MORE ANXIETY PRODUCING ENVIRONMENT.
SECOND, PEOPLE GOING THROUGH NONSTOP ARE NOT CONTRIBUTING TO REDONDO ECONOMY.
I SUGGEST THE TRAFFIC DIVISION OF PUBLIC WORKS STUDY THIS ISSUE, TAKING A SURVEY TO GAUGE THE PUBLIC EXPERIENCE AND PERCEPTION, AND TAKE ACTION TO MITIGATE IT. THE MORE PEOPLE FEEL COMFORTABLE WALKING ON THE BOULEVARD.

GRANT AND BLOSSOM. DISCUSSION OF TRAFFIC SAFETY MEASURES.
SOME FROM CRASHES THAT MAY HAVE OCCURRED RECENTLY.
WHETHER OR NOT, YOU KNOW, A POLICE REPORT HAS BEEN FILED.
WE RECEIVED SOME OF THESE COMPLAINTS DIRECTLY FROM RESIDENTS AS WELL AS THROUGH THE DISTRICT FOUR COUNCIL MEMBER AS SOME BACKGROUND, GRANT AVENUE IS A FAIRLY WIDE 35 MILE PER HOUR COLLECTOR STREET THAT YOU KNOW, IS A REALLY GOOD EAST WEST ARTERY FOR TRAFFIC THROUGHOUT THE CITY. BLOSSOM LANE IS OUR TYPICAL RESIDENTIAL LOCAL STREET.
SO THAT IS ABOVE THE SPEED LIMIT, AS YOU CAN SEE IN THE PHOTO TO THE RIGHT.
WE'VE INSTALLED CURB EXTENSIONS ALONG GRANT AT ALL INTERSECTIONS BETWEEN AVIATION AND INGLEWOOD.
MOST OF ALL THE INTERSECTIONS ON GRANT BETWEEN AVIATION INGLEWOOD LOOK LIKE THIS.
ABOUT HALF OF THEM HAVE SIGNALS. AND HERE AT BLOSSOM, THERE IS NO SIGNAL.
WE WILL BE NARROWING THE LANES TO REDUCE THOSE EXCESSIVE SPEEDS AND ADD BUFFERS TO THE BIKE LANES.
SO SOME OF THE SOME OF THE COMMUNITY'S CONCERNS ABOUT SOME OF THE SPEEDING ON GRANT SHOULD HOPEFULLY BE ADDRESSED SOMEWHAT BY THE RESURFACING PROJECT THAT WILL COME THROUGH THIS AREA EVENTUALLY. AS PART OF THIS AGENDA ITEM, WE SENT OUT NOTICE OF POSTCARD NOTICES TO THIS AREA SHADED IN BLUE ABOUT 300FT FROM THE INTERSECTION, THE INTERSECTION TO THE LEFT GREEN AND THE INTERSECTION TO THE RIGHT RINDGE THOSE ARE SIGNALIZED AND THE INTERSECTION BLOSSOM IS NOT SIGNALIZED. WE ALSO COLLECTED DATA FOR THE INTERSECTION.
WE COLLECTED ABOUT ONE HOUR OF COUNTS IN THE AM AND PM.
JUST SEEING WHAT TYPE OF TRAFFIC IS APPROACHING FROM BLOSSOM AND WHAT DIRECTION THEY'RE TURNING IN.
SO THE FIGURE TO THE RIGHT SHOWS THE INTERSECTION WITH THE AM PEAK HOUR AND THE PM PEAK HOUR, AND THE NUMBER OF VEHICLES DRIVERS MAKING THOSE TURNS.
SO THE PM IS WITHIN THE PARENTHESES. AS YOU CAN SEE HERE, ABOUT HALF OF THE TRAFFIC THAT ORIGINATES FROM EITHER DIRECTION OF BLOSSOM GOES THROUGH OR LEFT, WHICH MEANS THAT THE HEAVIEST MOVEMENT IS THE RIGHT TURN MOVEMENT.
WE SUSPECT THAT FOR DRIVERS WANTING TO MAKE THROUGH MOVEMENTS OR LEFT TURN MOVEMENTS, A LOT OF THEM CHOOSE TO DO IT AT A TRAFFIC LIGHT RATHER THAN AT A SIGNALIZED INTERSECTION LIKE THIS, WHERE THEY PROBABLY HAVE THE LEAST PRIORITY IN TRAFFIC.
WE ALSO DID A VISIBILITY ANALYSIS SIGHT DISTANCE FOR THIS INTERSECTION.
BUT NONETHELESS THE DRIVERS THAT ARE MAKING THOSE THROUGH AND LEFT TURN MOVEMENTS.
THAT IS THE MOST CHALLENGING MOVEMENT AT THAT INTERSECTION.
NINE CRASHES AT THIS INTERSECTION, FOUR OF WHICH WERE RIGHT ANGLE COLLISIONS.
SO THAT'S SOMEONE ON GRANT, YOU KNOW, INVOLVED IN A COLLISION WITH SOMEONE ON BLOSSOM.
SO HERE'S A DIAGRAM OF THE COLLISIONS. ACTUALLY, IN THE PAST EIGHT AND A HALF YEARS, THAT OF THE DATA THAT'S AVAILABLE, THERE ARE ABOUT 14 CRASHES TOTAL. AND SO OF THOSE NINE CRASHES THAT OCCURRED IN THE PAST FIVE YEARS, FOUR OF THEM RESULTED IN SOME FORM OF INJURIES.
FIVE WERE PROPERTY DAMAGE ONLY. AND AS I MENTIONED, FOUR OF THOSE WERE RIGHT ANGLE COLLISIONS.
THAT WAS THE MOST FREQUENT COLLISION ALONG WITH PARKED VEHICLES.
IN GENERAL, THESE COLLISIONS HAPPENED IN THE DAYLIGHT DURING DRY CONDITIONS, SO THERE WEREN'T ANY WEATHER OR TIME OF DAY CONDITIONS THAT MAY HAVE MADE THESE COLLISIONS WORSE. SO IN DETERMINING THE COUNTERMEASURES, SOME OF THE THEMES THAT WE WERE THINKING ABOUT ARE WAYS WE CAN REDUCE CONFLICTS, IMPROVING SAFETY FOR ALL ROADWAY USERS, AND ALSO COMPLYING WITH STATE AND FEDERAL STANDARDS BACKED BY INDUSTRY RESEARCH SUCH AS FEDERAL HIGHWAY ADMINISTRATION GUIDE ON CROSSWALKS, THE CALIFORNIA MUTCD, WHICH GOVERNS SIGNS AND STRIPES ON THE ROADWAY.

THE FIRST COUNTERMEASURE WE'RE PROPOSING IS TO PROHIBIT LEFT AND THROUGH MOVEMENTS FROM BLOSSOM ONTO GRANT.SO THAT MEANS RIGHT TURN ONLY AT ALL HOURS FROM BLOSSOM.
THIS REDUCES CONFLICTS. IT REMOVES THE MOST DIFFICULT TURNS.
THIS IS PRETTY EASY TO IMPLEMENT AND SHOULD ADDRESS A NUMBER OF THOSE RIGHT ANGLE COLLISIONS, ESPECIALLY WHEN YOU'RE TRYING TO NAVIGATE BOTH DIRECTIONS OF GRANT AND TRYING TO GO THROUGH AND LEFT.
THERE'S MORE INFORMATION TO PROCESS AS A DRIVER.
HOWEVER, SOME OF THE DRAWBACKS OF THIS IS THAT IT IS RELIANT ON REGULAR POLICE ENFORCEMENT.
SO, FOR EXAMPLE, MAYBE LEFT TURNS FROM GRANT ONTO BLOSSOM CANNOT BE ALLOWED EITHER.
AND THAT WOULD CREATE MORE OF AN EFFECT AT OTHER INTERSECTIONS.
AND SO WE'D LIKE TO REMIND EVERYONE THAT THESE TYPES OF MEASURES, THEY, YOU KNOW, WHILE THEY CAN IMPROVE SAFETY, THEY DO AFFECT RESIDENTS THE MOST. SO THESE ARE THE RESIDENTS WHO LIVE HERE ARE OFTEN THE ONES THAT DRIVE IT THE MOST EVERY SINGLE DAY.
WE'VE RECEIVED COMPLAINTS AND REQUESTS FOR SAFER CROSSINGS AT THIS INTERSECTION.
IF WE WERE TO INSTALL CROSSWALK, THIS WOULD BE INCORPORATED AS GRANT IS RESURFACED AND REPAVED, AND WE CAN DESIGN A CROSSWALK HERE. WE WOULD RECOMMEND INSTALLING A RECTANGULAR RAPID FLASHING BEACON.
SO THAT'S A PEDESTRIAN ACTIVATED WARNING LIGHT.
SO, SO THESE LIGHTS FLASH RAPIDLY WHEN A PEDESTRIAN HITS THE BUTTON.
AND RESEARCH HAS SHOWN THAT DRIVER YIELDING COMPLIANCE IS VERY HIGH WITH THIS.
AND WE WOULD LIKE TO NOTE THAT THIS, THIS TYPE OF TREATMENT DOES HAVE A COST OF ABOUT 11 TO $15,000 TO INSTALL ONE OF THESE, AND WE'RE UNSURE ABOUT THE FUNDING OBLIGATIONS IN OUR TRAFFIC CALMING ACCOUNT AT THIS TIME.
I KNOW THAT THE SCHOOL IS JUST ONE BLOCK TO THE WEST, AND MOST OF THE SCHOOL, MOST OF THE STUDENTS THERE ARE CROSSING RIGHT AT THE INTERSECTION WHERE IT'S A TRAFFIC SIGNAL CROSSING AT AN RFB, THIS RAPID FLASHING BEACON.
SO THERE IS A LEVEL OF COMPLEXITY TO CROSSING HERE AS PEDESTRIAN THAT DEPENDING ON THE CITY'S PRIORITIES, WE MAY OR MAY NOT WANT TO PRIORITIZE. HERE ARE SOME OTHER COUNTERMEASURES THAT WE STUDIED THAT WE FOUND WERE INFEASIBLE, OR PERHAPS WILL NEED MORE STUDY. TRAFFIC SIGNAL WOULD REQUIRE COLLECTING MORE ACCOUNTS AND DATA, BUT WE DO NOT PREDICT IT WILL MEET THE TRAFFIC SIGNAL WARRANTS TO RECOMMEND INSTALLING A TRAFFIC SIGNAL, AND WE DON'T HAVE THE FUNDS TO CONSTRUCT OR MAINTAIN ADDITIONAL TRAFFIC SIGNALS IN THE CITY.
THIS WOULD REQUIRE REMOVING THE LEFT TURN LANE.
THIS INSTALLING ONE OF THOSE MEETINGS AT THIS INTERSECTION, WE THINK THAT BECAUSE OF THE NARROWNESS OF THE INTERSECTION, WE DO NOT RECOMMEND THAT AT THIS LOCATION. WE'VE ALSO HEARD REQUESTS FROM RESIDENTS TO CONVERT THIS INTERSECTION TO BE AN ALL WAY STOP.
35MPH COMPARED TO BLOSSOM, WHICH HAS MUCH LOWER VOLUMES.
IT'S NOT APPROPRIATE TO FORCE ALL THE TRAFFIC ON GRANT TO STOP FOR A MUCH LESS BUSY LOCAL STREET.

SO THAT CONCLUDES MY PRESENTATION ON THIS AGENDA ITEM, THE STAFF'S RECOMMENDATIONS TO INSTALL SOME SORT OF TRAFFIC SAFETY COUNTERMEASURES AT THIS INTERSECTION. HAPPY TO DISCUSS WHICH ONES THE COMMISSION WOULD RECOMMEND.IF THE COMMISSION RECOMMENDS THE TURN RESTRICTION, WE WILL NEED TO GO TO CITY COUNCIL TO GET THAT APPROVED, SINCE IT'S A SIGNIFICANT CHANGE IN OUR STREET SYSTEM OR ANY OTHER RECOMMENDATIONS THAT THE COMMISSION WANTS TO DISCUSS.

BUT FOR THE REASON WHY I THINK A LOT OF THESE CRASHES HAPPEN BECAUSE IT IS ONE OF THE UNCONTROLLED INTERSECTIONS ON THAT THE FIRST OFF THE CURB CURBS THAT YOU GUYS DID A COUPLE OF YEARS AGO. GREAT. BECAUSE THAT HELPED THE CROSSWALK ON GRANT AND ON THE OTHER SIDE AS WELL FROM PEOPLE WALKING THEIR DOGS.
SO THAT WAS A GOOD SOLUTION. AS YOU'RE COMING UP, GOING FROM EAST TO WEST ON GRANT AVENUE, YOU ARE GOING UPHILL, RIGHT? YOU'RE COMING UP THAT HILL, YOU'RE HITTING YOUR SPEED.
BOOM. IT HAPPENS ALL THE TIME. I MEAN, YOU'VE SEEN THE FEW THAT ARE RECORDED, RIGHT? BUT WE HEAR THEM QUITE OFTEN. SOME ARE REPORTED, SOME ARE NOT.
YOU KNOW, THE SPEED ON GRANT IS DEFINITELY FAST.
YOU KNOW, I'VE SEEN IT GO FROM VERY QUIET ON THAT STREET WHERE NOW I CAN'T EVEN HAVE MY WINDOWS OPEN, YOU KNOW, ON THE SIDE THERE. SO, YOU KNOW, I WOULD RECOMMEND DEFINITELY THE I LIKE THE RIGHT TURN FEATURE.

MOST RECENTLY IT'S BEEN A FIREFIGHTER OF THE CITY.

BUT WHEN YOU'RE A CYCLIST AND YOU'RE APPROACHING IT AND SOMEONE'S MAKING A RIGHT TURN, YOU END UP BEING SQUEEZED BETWEEN A WALL OF PARKED CARS AND A CAR, TRYING TO MAKE A RIGHT TURN, LOOKING FOR A GAP IN THE AUTOMOBILE TRAFFIC.
HOWEVER, IF I'M A BICYCLIST MAKING A RIGHT TURN FROM BLOSSOM, FROM NORTHBOUND BLOSSOM TO EASTBOUND GRANT I DON'T HAVE TO. I SHOULDN'T HAVE TO WORRY ABOUT CAR CONFLICTS BECAUSE IT'S CONTIGUOUS TO THE BIKE LANE.

THAT'S A MAJOR STOP CONTROLLED INTERSECTION FOR PEDESTRIANS WALKING TO SCHOOL.

AND THERE ARE A LOT OF LANES ENTERING AND APPROACHING THAT INTERSECTION THAT MAKE THAT INTERSECTION A LITTLE COMPLEX TO, TO NAVIGATE. WE'VE ALSO OBSERVED THAT THE BICYCLE LANES ARE NOT WIDE ENOUGH TO ACCOMMODATE THE DEMAND OF CYCLISTS THAT ARE COMING DOWN THE STREET.A LOT OF IT'S HARD TO FIT, YOU KNOW, 20 OR 30 CYCLISTS IN A SINGLE FILE LINE.
THEY TEND TO RIDE 2 OR 3 IN A ROW. AND THE BIKE LANES, ARE A LITTLE BIT ON THE NARROW SIDE.
THEY WERE INSTALLED PROBABLY OVER 20 YEARS AGO IN A PRIOR GENERATION OF BICYCLE LANES.
THE PROJECT TEAM ALSO COLLECTED SPEEDS ALONG THE STREET.
OF COURSE, THERE'S CERTAINLY SOME OUTLIERS, ESPECIALLY WITH, YOU KNOW, AS SOME RESIDENTS HAVE MENTIONED, IF THEY SEE A GREEN LIGHT ON DIAMOND AT PCH, THEY WANT TO BEAT THAT LIGHT, SO THEY TEND TO DRIVE A LITTLE BIT FASTER.
SO THOSE ARE A LITTLE BIT MORE OF ISOLATED INCIDENTS.
THEY ALSO RAN A COLLISION ANALYSIS ALONG THE SCHOOLS FRONTAGES.

CROSSWALK SAFETY, CYCLISTS AND DRIVERS NOT STOPPING AT STOP SIGNS.
WE'VE HEARD A LOT OF THIS FEEDBACK OVER THE YEARS.
AS E-BIKES HAVE BECOME MORE POPULAR. WE DID FOUND WE HEARD OBSERVATIONS ABOUT BUS RIDERS.
YOU KNOW, THE BUS COMING DOWN AND DROPPING THE KIDS OFF.
WE'VE ALSO OBSERVED THAT THERE'S NOT ENOUGH BIKE PARKING ON CAMPUS.
THERE'S A LOT OF SPILLOVER OF THAT, OF THAT PARKING ON CITY STREETS AND ON UTILITY POLES AROUND THE CAMPUS, AS WELL AS SIDEWALK RIDING AND PARENTS THAT ARE PARKING IN BICYCLE LANES ILLEGALLY, WHETHER YOU KNOW, WAITING FOR A CHILD OR OR JUST LOOKING FOR A PLACE TO PARK.

THAT'S ABOUT 700 RESIDENTS THAT WERE NOTICED FOR THIS MEETING.

SO THIS IS A BIKE LANE THAT'S PROTECTED BY PARKING AND BOLLARDS AND OR BOLLARDS, SO THAT WE DON'T SEE INTRUSION INTO THAT BIKE LANE MAKES THE BIKE LANE MORE SAFER AND MORE WELCOMING TO USE. THE DASHED LINE SHOWS A BUFFERED BIKE LANE WHERE, IN ORDER TO PRESERVE STREET PARKING WE HAVE ENOUGH WIDTH TO ADD A BUFFER NEXT TO THE BIKE LANE TO AVOID DOORS AND OR MOVING TRAFFIC.
AND WE CAN ACCOMPLISH BY ACCOMPLISH ALL THIS BY NARROWING THE EXISTING LANES, NARROWING THE CENTER MEDIAN, THE CENTER TURN LANE WHERE IT'S NOT NEEDED. AND WE CAN REPURPOSE THAT SPACE FOR SLOWER SPEEDS SO THE NARROWER LANES WILL SLOW DRIVERS DOWN AS WELL AS ADD THAT PROTECTION SPACE FOR CYCLISTS. IN TERMS OF PARKING REMOVAL, WE'RE PROPOSING TO REMOVE ONE SPACE IN THAT HEAVILY IMPACTED PARKING AREA WEST OF DEL AMO AND ABOUT 11 SPACES EAST OF DEL AMO, AND JUANITA, WHERE THE UTILIZATION IS MUCH LOWER AND SO THE PARKING DEMAND CAN STILL BE ACCOMMODATED WITH THOSE LOST SPACES. BUT WITH THAT WE GAIN MORE VISIBILITY AND THE ABILITY TO PUT THAT PROTECTED BIKE LANE IN.

WE ALSO PROPOSED SOME LOADING ZONE MODIFICATIONS ON THE VINCENT SIDE OF THE SCHOOL, WHICH WE WILL TALK ABOUT FURTHER FROM OUR TAKEAWAYS FROM THE DISTRICT TWO COMMUNITY MEETING. SO HERE'S A GRAPHIC OF WHAT WE'RE PROPOSING TO CHANGE AT SEA HAWK WAY.

THEY WERE OPEN TO MAKING THESE CHANGES ON THEIR CAMPUS.
REMOVING THAT FIXED METAL GATE IN THE MIDDLE OF THE DRIVEWAY SO THAT THERE'S MORE FLEXIBLE USE OF THAT SPACE ON SEA HAWK WAY TO ACCOMMODATE THE EXISTING VEHICLE TURNS, BUT ALSO A DEDICATED SPACE FOR THE BIKES SO THAT WE'RE SEPARATING THAT FROM THE VEHICLE MOVEMENTS.
IN HERE IT ALSO SHOWS THE PORTIONS OF PROTECTED BIKE LANES THAT ARE OUTSIDE OF THIS VIEW.
HERE ARE THE PROPOSED CHANGES AT THE DEL AMO AND JUANITA INTERSECTION, SHOWING THE NARROWED MEDIAN SPACE AND REFUGE ISLAND FOR PEDESTRIANS AND QUICK BUILD CURB EXTENSIONS IN THE IN THE CURRENT DAYLIGHTING ZONE TO SLOW DOWN VEHICLE TURNS AND IMPROVE SAFETY.
SO LAST WEEK, WE PRESENTED THIS REPORT AT THE DISTRICT TWO COMMUNITY MEETING.
WE WE PREDICTED THAT MOST OF THE RESIDENTS THERE WERE LIVED NEAR VINCENT PARK OR ON THE VINCENT SIDE OF THE, OF THE CAMPUS. WE RECEIVED POSITIVE FEEDBACK FOR THE PEDESTRIAN SAFETY IMPROVEMENTS, SUCH AS THE BULBOUTS AND MEDIAN CROSSING ISLANDS, AS WELL AS POSITIVE FEEDBACK FOR THE BICYCLE LANE UPGRADES, INCLUDING THE PROTECTED BIKE LANE.
WE DID HEAR SOME CONCERNS ABOUT THE CURB SPACE CHANGES ON ALONG VINCENT PARK.
THE RESIDENTS THERE DID NOT WANT TO BE OVERLOADED WITH ADDITIONAL PICKUP AND DROP OFFS IN THAT AREA, AS WELL AS WANT. THEY ALSO WANTED MORE BIKE PARKING FOR STUDENTS NEAR SCHOOL ENTRANCES.
THAT WAS SOMETHING THAT THEY WANTED TO SEE HAPPEN.
AS A SEPARATE PROJECT THE SCHOOL DISTRICT IS ACTUALLY WORKING ON A NEW PICKUP DROP OFF ZONE ON CAMPUS ALONG THE FRANCISCA AND EL REDONDO WEST ENTRANCE, SO THAT WILL BE TOTALLY ON CAMPUS, PROVIDING AN ADDITIONAL PICKUP DROP OFF ZONE THAT HOPEFULLY WILL ABSORB SOME OF THE DEMAND FROM ALL THE OTHER POINTS OF ENTRY TO THE CAMPUS.
THE SCHOOL DISTRICT HAS NOT YET FINALIZED THE DESIGN, AND THE DIRECTION OF WHICH THAT THAT PICKUP DROP OFF WILL OCCUR, BUT WE ARE IN DISCUSSIONS WITH THEM AT THE STAFF LEVEL TO MAKE SURE THAT THE CITY'S INTERESTS AND THE SCHOOL'S INTERESTS ARE ALIGNED AND AND IN COOPERATION SO THAT, YOU KNOW, THIS, PROJECT, THE DIAMOND STREET PROJECT, AND THAT FUTURE PICK UP DROP OFF AREA WILL HARMONIZE AND WORK WELL WITH EACH OTHER.
AND SO OUR RECOMMENDATION IS TO TAKE PUBLIC INPUT AND RECOMMEND TO THE CITY COUNCIL TO MOVE FORWARD WITH CONSTRUCTION DOCUMENTS FOR THIS PROJECT, WITH THE PROPOSED CHANGES, OR IF THERE ARE ANY OTHER CHANGES YOU WOULD LIKE TO SEE ALONG THE STUDY AREA, AND HAPPY TO ANSWER ANY QUESTIONS.
