WE KIND OF REFRAMED THE SCOPE A LITTLE BIT. AND THEN WE WERE ABLE TO REFINE ONE OF THOSE QUOTES INTO A MUCH MORE COMPREHENSIVE PROJECT AND A MUCH MORE REASONABLE COST. UNFORTUNATELY, IT WAS STILL OVER THE PRICE THAT WE HAD ORIGINALLY ALLOCATED. SINCE THEN, OUR TEAM HAS LOOKED AT SEVERAL DIFFERENT FUNDING SOURCES WE THOUGHT WE HAD ONE IDENTIFIED TO TO KIND OF MEET THAT DELTA. AND UNFORTUNATELY, THAT'S KIND OF FALLEN THROUGH. WE THINK WE HAVE IDENTIFIED ANOTHER ONE WITHIN THE PAST WEEK OR SO, MAYBE TWO WEEKS. IT DOES LOOK LIKE THAT ONE WILL PAN OUT. AND THEN AGAIN, OUR SUMMER CAMPS AND SEASONAL CAMPS, WE HAVE SOME FOR THANKSGIVING, TYPICALLY FOR THE LARGER VACATION CAMPS THAT WE HAVE THROUGH THE SCHOOL DISTRICT. THIS TEAM ALSO OVERSEES ALL OF OUR FACILITIES. AND SO THAT INCLUDES ALTAVISTA AVIATION PARK, GYMNASIUM, PLUS THE TRACK AND FIELD WILDERNESS PARK. WE ALSO HAVE ARTESIA CENTER, WHICH IS OUR FACILITY, BUT WE DO HAVE A CLASSROOM IN THE BACK OF THAT FACILITY THAT WE DO RUN CLASSES FROM. WE HAVE THREE SENIOR CENTERS. OUR TEAM ALSO OVERSEES THE VETERANS PARK COMMUNITY CENTER AND HISTORIC LIBRARY, WHICH IS LEASED TO A CONCESSIONAIRE. BUT OUR TEAM OVERSEES THAT LEASE AND WORKS WITH THE CONCESSIONAIRE. AT THIS TIME, TRYING TO GET THE FACILITY OPEN. BUT MOVING FORWARD, WE WILL OBVIOUSLY BE THAT MAIN POINT OF CONTACT FOR THAT FACILITY. WE DO HAVE OUR NEWLY OPENED TEEN CENTER AND THEN OBVIOUSLY OUR SEASIDE LAGOON. IN ADDITION TO THE FACILITIES, WE ALSO OVERSEE AND PROGRAM THE USAGE OF ALL OF OUR PARKS. SO OUR PUBLIC WORKS DEPARTMENTS HANDLES THE MAINTENANCE AND GENERAL UPKEEP. BUT WE DO ALL OF THE PROGRAMING. AND THOSE CONTINUE TO INCREASE IN PARTICIPATION AS WELL. SO OUR CULTURAL AND PERFORMING ARTS DIVISION HAS JUST OVER $1.7 MILLION BUDGET. AGAIN, AS YOU CAN SEE, THE ISF OR THE INTERNAL SERVICE FUNDS IS THE LARGEST NUMBER HERE. BUT OUR PERSONNEL DOES INCLUDE A MIX OF FULL TIME AS WELL AS PART TIME EMPLOYEES. WE HAVE FINALLY GOTTEN TO A REALLY GOOD PLACE WITH OUR PERSONNEL THERE. THE CITY COUNCIL HAS BEEN VERY GENEROUS IN ALLOWING US TO REALLY BUILD OUR FULL-TIME TEAM SO THAT THE FACILITY CAN GET A LITTLE BIT MORE ATTENTION ON A REGULAR BASIS, AS WELL AS THE ADMINISTRATIVE SUPPORT TO GET SOME PROJECTS MOVING FORWARD AND SOME ENHANCEMENTS DONE TO THE FACILITY. SO WE'RE REALLY, REALLY HAPPY AND THANKFUL FOR THAT. AND SO THAT'S, WE'RE JUST HAPPY THAT THAT NUMBER HAS GROWN TO WHERE IT IS TODAY. AS I STATED FOR THIS DIVISION, IT'S ESSENTIALLY OVERSEEING THE PERFORMING ARTS CENTER. THIS IS, OUR MANAGER HERE IS JACK MEYER, WHO YOU HAVE SEEN AT THE COMMISSION. BUT HE DIRECTLY OVERSEES HERITAGE COURT, WHICH, AGAIN, IS THE LOCATION OF THE HISTORICAL MUSEUM AND THE MORRELL HOUSE LOCATED AT DOMINGUEZ PARK. SO THAT WHOLE LITTLE AREA WITH THE ROSE GARDEN AND THE FOUNTAIN, THAT'S CONSIDERED HERITAGE COURT. AND SO JACK IS OUR MAIN POINT OF CONTACT FOR THAT. AND SO HE OVERSEES THE DOCENTS AND THE FACILITY ITSELF DOWN THERE. AND SO FOR THE PURPOSES OF THIS COMMISSION, HERITAGE COURT AND THE HISTORICAL MUSEUM AND MORRELL HOUSE FALL UNDER THE PURVIEW OF THIS COMMISSION. I DO JUST WANT TO CAVEAT, I KNOW I QUICKLY MENTIONED IT, BUT THE MORRELL HOUSE IS DIRECTLY MANAGED THROUGH A LEASE AGREEMENT WITH THE REDONDO BEACH HISTORICAL SOCIETY. AND SO WE DON'T DIRECTLY DO MUCH PROGRAMING THERE. BUT THERE IS A LOT OF CROSS COLLABORATION, AND I THINK THAT'S CONTINUING TO GROW. I THINK THAT RELATIONSHIP HAS DEFINITELY GROWN OVER THE PAST FEW YEARS SINCE I'VE BEEN HERE, AND SO WE'RE HAPPY WITH THAT. AND SO WHEN IT COMES TO STAFF PURPOSES, IT'S THE HISTORICAL MUSEUM AND HERITAGE COURT THAT WE DIRECTLY OVERSEE ON A DAY TO DAY, BUT HAVE A LOT OF COLLABORATION WITH THE MORRELL HOUSE TEAM. SO WITH THAT, UNFORTUNATELY JACK IS ILL TONIGHT, BUT HE WANTED TO BE HERE TONIGHT TO GIVE YOU AN UPDATE ON THE MUSEUM. HIM AND HIS TEAM HAVE PUT A LOT OF WORK INTO THE FACILITY OVER THE PAST YEAR, AND HE PUT TOGETHER SOME SLIDES HERE TO SHOW YOU SOME OF THE WORK THAT THEY'VE DONE MOST RECENTLY, AS WELL AS SOME OF THE IMPROVEMENTS THEY'VE DONE THROUGHOUT THE FACILITY. AND SO THESE ARE JUST SOME QUICK SAMPLES OF, OF THE, OF THE EXHIBITS THROUGHOUT THAT THEY HAVE WORKED ON AND KIND OF REORGANIZED AND REDISPLAYED IT'S KIND OF HARD TO GO TOO MUCH DETAIL HERE BECAUSE THE PICTURES ARE PRETTY SMALL. BUT IF YOU EVER HAVE A CHANCE TO GO, IT'S DEFINITELY BEEN A BIG IMPROVEMENT ON REALLY MAKING THESE DISPLAYS POP A LITTLE BIT MORE. SOMETHING ELSE THAT THEY'VE BEEN REALLY HAPPY THAT WE HAVE BEEN ABLE TO DO IS THIS FLIP PANEL. IF SOME OF YOU REMEMBER LONG TIME AGO IN THE STORIES, THEY USED TO HAVE THE LATEST POSTERS AND THESE KIND OF FLIP BOOKS THAT YOU'D KIND OF GO THROUGH, I DON'T THINK THEY HAVE THEM ANYMORE. WE HAD ONE OF THOSE IN THE MUSEUM, AND THIS WAS OBVIOUSLY TO DISPLAY NEWSPAPER ARTICLES OR OTHER TYPES OF, YOU KNOW, FLAT MATERIAL. AND SO SOME OF THOSE FLIPBOARD'S WERE OLD AND DETERIORATING. AND SO WE WERE ABLE TO REPLACE AS WELL AS CLEAN UP SOME OF THE ITEMS THAT WERE INSIDE AND ESSENTIALLY REORGANIZE SOME OF IT, AGAIN, TO MAKE IT VISUALLY LOOK A LITTLE BIT CLEANER AND MAKE THE INFORMATION FLOW A LITTLE BIT. THERE WERE ALSO SOME MISSING PANELS, SO WE WERE MISSING OUT ON OPPORTUNITIES FOR ADDITIONAL DISPLAY ROOM, OR DISPLAY SPACE, EXCUSE ME, AND SO THEY DID SOME WORK THERE TO FURTHER ENHANCE THAT THAT SYSTEM, TO USE IT TO THE FULLEST CAPABILITY. THE SAINT JAMES CHURCH STAINED GLASS WINDOWS. THEY HAVE CLEANED THAT PUTS A LITTLE ELBOW GREASE INTO IT, MADE IT SPARKLE A LITTLE BIT. AND WE'RE ABLE TO INSTALL A BACKLIGHT SYSTEM TO BETTER SHOW THE COLORS FROM, FROM THE STAINED GLASS. SO THIS DISPLAY IS JUST A LITTLE BIT MORE STRIKING, A LITTLE BIT MORE EYE CATCHING WHEN YOU WALK INTO THE BUILDING. HAVE BEEN WORKING ON THE LIGHTING THROUGHOUT THE BUILDING. THE TRACK LIGHTING SYSTEM THROUGHOUT HAS BEEN UPGRADED TO LED. IT'S CERTAINLY HELPED VISUALLY WITH A LOT OF THE DISPLAYS ON THE WALLS. THEY WERE ABLE TO REFOCUS A LOT OF THE LIGHTS TO REALLY MAKE SURE THAT WE'RE GETTING THE THE HIGHEST USE OF THOSE LIGHTS FOR ALL OF THE DISPLAYS. AND OF COURSE, IT'S MORE ENERGY EFFICIENT. AND SO THAT'S ALWAYS A BONUS. WE ALSO HAVE HAD SOME NEW EXHIBITS. THIS IS ONE THAT IS FOR MARY DAVIES. SHE WAS AN AUTO RACER AND A STUNT DRIVER, AND SHE WAS THE FOUNDER OF PORTOFINO HOTEL. SO THERE IS THIS KIND OF SHADOW BOX DISPLAY IN THE MUSEUM FOR HER. AND SO OUR TEAM HAS BEEN REALLY EXCITED TO HAVE THE OPPORTUNITY NOW THAT SOME OF THE EXISTING DISPLAYS HAVE BEEN REWORKED A LITTLE BIT TO LOOK AND TO SEE IF THERE'S SOME ENHANCED DISPLAYS THAT WE COULD DO OR SOME NEW ONES. WE HAD A GOOD COLLECTION OF ITEMS THAT HAD NEVER BEEN SHOWN BEFORE FOR VARIOUS REASONS. AND SO OUR TEAM HAS BEEN EXCITED TO FINALLY HAVE THAT OPPORTUNITY TO KIND OF DIG IN AND REIMAGINE SOME OF THESE DISPLAYS FOR THE COMMUNITY. WE ALSO FOUND SOME EXHIBIT OR PUT TOGETHER SOME EXHIBITS ABOUT OLYMPIC GAMES. AND SO NOT NECESSARILY TIED SPECIFICALLY TO REDONDO BEACH, BUT ESPECIALLY IN LIGHT OF THE OLYMPICS IN THE NEXT FEW YEARS IN LA. THEY, WE WERE ABLE TO TRACK DOWN SOME 1932 RECONSTRUCTED LOCAL PAPER ARTICLES ABOUT THE OLYMPICS, AS WELL AS A 1984 THERE WAS A SET OF COMMEMORATIVE TRANSIT TOKENS. I DON'T KNOW IF ANY OF THOSE ARE DIRECTLY REDONDO TRANSIT OPERATIONS, BUT AGAIN, IT'S KIND OF A SOUTHERN CALIFORNIA. THERE'S SOME TIE TO REDONDO BEACH IN THAT, BUT THIS WAS ANOTHER EXCITING DISPLAY THAT OUR TEAM WAS ABLE TO PUT TOGETHER. AND PROBABLY ONE OF THE ONE THAT OUR TEAM SEEMS TO BE PRETTY EXCITED ABOUT IS WE WERE ABLE TO TRACK DOWN AN 1889 DEED OF SALE FOR THE PLOT OF LAND THAT WAS SOLD TO THE REDONDO BEACH COMPANY. THIS WAS SIGNED BY THE THREE DAUGHTERS OF MANUEL DOMINGUEZ. AND SO IT ESSENTIALLY BECAME THIS PLOT OF LAND ESSENTIALLY BECAME THE ORIGINAL REDONDO BEACH TOWN SITE. AND SO THESE ARE SOME REALLY COOL DOCUMENTS THAT OUR TEAM IS WORKING ON GETTING TO DISPLAY. AND IT'S THERE IS A PROCESS FOR THIS. IT'S NOT SO SIMPLE AS JUST PUTTING IT INTO A FRAME. THERE'S SOME DOCUMENTATION AS WELL AS SOME ARCHIVAL PROCESSES THAT NEED TO TAKE PLACE. AND SO OUR TEAM IS WORKING ON THAT SO THAT WE CAN CERTAINLY PRESERVE ALL OF THESE ITEMS. AND SO REALLY ORGANIZING THE SPACE, BUT THEN ALSO VISUALLY, KIND OF COMPREHENSIVELY LINKING ALL OF THE ITEMS TOGETHER. YOU'VE SEEN IN THE PAST FEW MONTHS SOME PROMOTIONAL FLIERS HAVE BEEN SHARED WITH YOU TO PROMOTE EITHER THE BUILDING ITSELF OR SOME OF THE EVENTS THAT THE TEAM HAS BEEN PUTTING ON. AND SO THEY WILL CONTINUE TO TO GET THOSE FLIERS OUT TO THE PUBLIC. CONDUCTED A COMPREHENSIVE MUSEUM INVENTORY. I CAN SAY THIS WAS NO EASY FEAT. THERE WAS QUITE A BIT OF INVENTORY FOR THE MUSEUM IN THE FACILITY ITSELF, AS WELL AS IN OUR STORAGE AT THE PERFORMING ARTS CENTER. SO OUR TEAM HAS GONE THROUGH AND PERFORMED A COMPREHENSIVE INVENTORY OF ALL OF OUR MATERIALS FOR THE MUSEUM. AND SO THAT THAT WAS A BIG WIN FOR OUR TEAM AND VERY PROUD THAT THEY'VE BEEN ABLE TO COMPLETE THAT. AND THEY'VE ALSO DONE SOME RESEARCH ON SOME NATIVE AMERICAN RELICS. AND SO THERE IS QUITE A BIT OF, OF RELICS IN THE, IN THE MUSEUM. AND SO THEY'VE BEEN ABLE TO DO SOME ADDITIONAL RESEARCH INTO THAT. AND LIKELY WE'LL BE WORKING ON A NEW DISPLAY FOR THAT. I TOOK A CRACK AT TRYING TO DEFINE THE GOALS AND DELIVERABLES FOR THE PURPOSE OF THE SUBCOMMITTEE, BUT I WANTED TO GET SOME FEEDBACK IN TERMS OF THE PROCESS OF GETTING RECOMMENDATIONS. SO WE'RE NOT JUST THROWING IDEAS TO THE WALL, RIGHT? LIKE, WE WANTED TO HAVE SOME SUBSTANCE BEHIND IT. AND I REALLY WANTED TO SEE IF THERE WAS ANY INTEREST OF HAVING LIKE, A FORMALIZED KIND OF FORM OR SOMETHING TO FILL OUT IN TERMS OF LIKE, HEY, THIS IS WHAT THE RECOMMENDATION IS. THIS IS THE PURPOSE IT SERVES. IT'S EITHER TO MAINTAIN OR IMPROVE AN EXISTING SERVICE YOU KNOW, TO ADD SOMETHING TO A PARTICULAR AREA OF REDONDO THAT IS PROBABLY OVERLOOKED OR NOT LOOKED, SO THERE'S LIKE A CAUSATION FOR THE BASIS OF WHY WE'RE REQUESTING A LOOK AT THAT. AND THEN PERHAPS, YOU KNOW, IF IT'S SIGNIFICANT TO A PARTICULAR COMMISSION OR COMMISSIONER THAT THEY JUST WRITE LIKE WHY IT'S SIGNIFICANT TO TAKE A PEEK AT THIS DURING BUDGET SEASON. AND I WAS THINKING WHAT MY KIND OF ROLE IN THAT COULD BE IS REALLY ARTICULATE, LIKE FISCAL KIND OF CONSIDERATIONS AS IT PERTAINS TO LIKE THE BUDGET. I COULD TAKE A LOOK AT LIKE, YOU KNOW, KELLY WAS TALKING ABOUT LIKE FUNDING SOURCES FOR CERTAIN THINGS LIKE THAT'S MY LIKE PROFESSIONAL WORLD AS WELL. SO I CAN ARTICULATE THAT POINT. BUT I THINK JUST SO THERE'S A LITTLE BIT MORE MEAT BEHIND THE REQUEST, BECAUSE I THINK THIS CAN GET CARRIED AWAY REALLY EASILY TOO. RIGHT. IF WE'RE COMING IN AND JUST SAYING, HEY, WE WANT A SWING SET HERE, WE WANT NEW PLAY HERE, I THINK IT'S PROBABLY GOING TO BE BETTER. THAT IS COMING UP REALLY CLOSE, BECAUSE THAT'S LIKE THE TURN OF THE NEW YEAR. AND THEN I WAS LOOKING AT THE DATE THAT THE BUDGET GOT APPROVED FOR THIS PAST FISCAL YEAR WAS IN MAY. IT'S VERY, I WOULD SAY, A LOW LEVEL OF STAFFING GIVEN THE SIZE OF OUR CITY, GIVEN THE SERVICES THAT OUR CITY PROVIDES. AND I DO APPRECIATE THAT WE WANT TO ACCOMPLISH SO MUCH, BUT IT IS IMPOSSIBLE FOR A SUBCOMMITTEE TO BE SUCCESSFUL WITHOUT STAFF DEDICATION AND ACTIVITY THAT GOES ON BEHIND THE SCENES. THE CITY DOES HAVE A DECENT TURNOVER OF STAFF, AND I KNOW THAT WE ARE ASKING A LOT OF OUR STAFF MEMBERS, BUT AS WE WERE GOING THROUGH THESE THE SUBCOMMITTEES LAST MONTH AND, AND THESE DISCUSSIONS, I JUST WONDER IF WE HAVE THE BANDWIDTH FOR EACH OF THESE SUBCOMMITTEES TO SUCCEED. SO, WHAT WILL HAPPEN IS THAT THE CENTER IMAGE WILL BE REMOVED AND WILL BE REPLACED [02:05:06] WITH THE NEW APPROVED CITY LOGO, AND THE LETTERING WILL ALSO CHANGE, THE FONT, WILL ALSO CHANGE, AND THE WORDING ON THE BOTTOM AS WELL WILL CHANGE. THERE'S BEEN SIGNIFICANT PUSHBACK FROM THE PUBLIC REGARDING THOSE CHANGES. THERE ARE MANY PEOPLE WHO HAVE FELT THAT THIS SIGN NOT ONLY IS ICONIC, BUT POTENTIALLY A GOOD REPRESENTATIVE FOR LANDMARK DESIGNATION. BUT BECAUSE IT IS ON CITY PROPERTY THAT NOMINATION WOULD HAVE TO COME FROM THE CITY TO BE NOMINATED TO BE EVALUATED FOR LANDMARK DESIGNATION. I DON'T KNOW IF THAT COULD STILL HAPPEN. BASED ON THE CHANGES THAT HAVE, THAT ARE GOING TO OCCUR WITH THIS PARTICULAR SIGN. BUT THERE'S SOMETHING THAT WE DO NEED TO AGENDIZE BECAUSE IN ADDITION TO THE CHANGES THAT THE COUNCIL VOTED ON, THEY ALSO RECOMMENDED THAT THE CENTER IMAGE BE SAVED AND PUT IN THE MUSEUM. SO I THINK IT'S QUITE A BIG ITEM TO BE PUTTING IN A MUSEUM. SO I THINK THAT THAT'S SOMETHING THAT WE SHOULD AGENDIZE AND DISCUSS HOW THAT'S GOING TO HAPPEN.
