J.1. PC23-6236 CONSIDERATION OF AN EXEMPTION DECLARATION AND MINOR SUBDIVISION (VESTING TENTATIVE PARCEL MAP NO. 84175) FOR THE PURPOSE OF CREATING FEWER PARCELS, A "SINGLE BUILDING SITE", IN SUPPORT OF A RECENTLY APPROVED PROJECT TO ALLOW THE DEVELOPMENT OF A MULTIPLE RESTAURANT/MICRO-KITCHEN CONCEPT WITH OUTDOOR DINING AREAS. THE PROPOSED MINOR SUBDIVISION WILL SERVE TO MERGE THE THREE (3) EXISTING UNDERLYING LOTS TO CONFORM WITH ZONING ORDINANCE AND BUILDING CODE SETBACK REQUIREMENTS. THE EXISTING UNDERLYING THREE (3) PARCELS THAT COMPRISE THE SUBJECT PROPERTY ARE 8,500 SQUARE FEET (2400 ARTESIA BOULEVARD), 6,500 SQUARE FEET (2404 ARTESIA BOULEVARD), AND 4,500 SQUARE FEET (1906 MACKAY LANE). THE TOTAL RESULTING PARCEL SIZE IS APPROXIMATELY 19,550 SQUARE FEET AND IS LOCATED AT THE SOUTHEAST CORNER OF ARTESIA BOULEVARD & MACKAY LANE IN THE PEDESTRIAN-ORIENTED COMMERCIAL (C-2-PD) ZONE.
RECOMMENDATION:
1) Open the public hearing and take public testimony;
2) Close the public hearing;
3) Consider the application and minor subdivision (Vesting Tentative Parel Map No. 84175);
4) Adopt the Resolution, inclusive of its findings and conditions, approving the Exemption Declaration and Minor Subdivision (Vesting Tentative Parel Map No. 84175) for the purpose of creating fewer parcels ("single building site" by merging three (3) existing lots) to allow a multiple restaurant/micro-kitchen concept with outdoor seating as approved by the Planning Commission at their December 15, 2022 public hearing.

PC23-6238 APPROVE A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF REDONDO BEACH, CALIFORNIA, FINDING THAT THE PROPOSED 2023-2028 CAPITAL IMPROVEMENT PROGRAM (CIP) IS CONSISTENT WITH THE ADOPTED GENERAL PLAN OF THE CITY OF REDONDO BEACH, AS REQUIRED BY SECTION 65401 OF THE CALIFORNIA GOVERNMENT CODE; AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL ON THE PROPOSED 2023-2024 CITY BUDGET.
RECOMMENDATION:
1. Open the discussion item and take public testimony;
2. Consider the CIP and its consistency with the General Plan;
3. Consider the proposed 2023-2024 City Budget and make recommendations to the City Council; and
4. Adopt the Resolution, inclusive of its findings confirming the proposed 2023-2028 Capital Improvement Program (CIP) is consistent with the adopted General Plan of the City of Redondo Beach.
