HOWEVER, SPECIFICALLY 17 YEARS OF THEIR OPERATION HAS BEEN WITHIN THEIR EXISTING SUITE AT 2641 MANHATTAN BEACH BOULEVARD, WHICH IS LOCATED IN THE NORTHEAST CORNER OF THE PROPERTY OF THAT SAME BUSINESS PARK.
SO THIS RELOCATION IS PROPOSED DUE TO THE INCREASED SIZE, IT'S ALMOST DOUBLING THE SIZE OF THE SPACE AND ALLOWING FOR SOME EXPANDED PROGRAMING TO ALLOW FOR ADDITIONAL FEATURES AND OTHER OPPORTUNITIES FOR CUSTOMERS.
IT'S MORE JUST TO EXPAND THE PROGRAMING FOR THE FACILITY.
ONE EXCEPTION TO THAT IS JUST A SLIGHT INCREASE IN THE HOURS OF OPERATION FOR THE POTENTIAL OF THE BUSINESS TO INCREASE FROM, I BELIEVE, 8 P.M. TO NOW WHAT WOULD BE PROPOSED AS 10 P.M..
WHICH WAS THIS PARTICULAR LOCATION WAS PREVIOUSLY OCCUPIED BY VELOCITY SPORTS PERFORMANCE WHICH IS A SIMILAR TYPE USE OF THE SAME USE CLASSIFICATION. THE ACTIVITIES WITHIN THE SUITE WOULD INCLUDE PHYSICAL FITNESS COORDINATION DEVELOPMENT, GYMNASTIC SKILLS, AS WELL AS OFFERING SEASONAL DAY CAMPS AND BIRTHDAYS ON THE WEEKENDS, THE BUSINESS HOURS WOULD BE 8 A.M.
TO 10 P.M. MONDAY THROUGH SUNDAY. IT'S A SLIGHT CORRECTION FROM YOUR STAFF REPORT THAT LISTED AND SOME END TIMES TO BE AT 8 P.M., BUT IT WOULD BE FOR CONSISTENCY IN APPLICATION.
THE APPLICANT IS REQUESTING 8 A.M. TO 10 P.M.
EVERY SINGLE DAY OF THE WEEK. THE NUMBER OF PARTICIPANTS IN GROUPS RANGES DUE TO THE TYPE OF CLASS OR GROUPS THAT ARE BEING OFFERED AND WOULD BE TYPICALLY ANYWHERE FROM 1 TO 10 STUDENTS.
AS PART OF THE OPERATIONS OF THE FACILITY, WHICH IS CURRENTLY IN PLACE AS WELL AS PROPOSED HERE IS LOW AMPLIFIED MUSIC THAT WOULD BE OFFERED OR THAT WOULD BE INCLUDED AS PART OF THE ROUTINES AND FLOOR AND DANCE EXERCISES, AS WELL AS OTHER MEASURES.
AND THIS IS INTENDED TO BE LOW, LOW LEVEL MUSIC IN THAT THEY WANT TO ENSURE THAT THE INSTRUCTION IS BEING HEARD AND THERE ARE NO ADJACENT GROUPS THAT ARE BEING IMPACTED AS WELL AS ADJACENT BUSINESSES THAT ARE BEING IMPACTED.

SO AS PROPOSED, DURING NORMAL BUSINESS, OPERATING HOURS WOULD BE 40 TOTAL SPACES, WHICH IS WITHIN THE ALLOCATION ALSO PROVIDED BY THE PROPERTY OWNER.
HERE'S A TABLE BREAKING DOWN THE DIFFERENT PERIODS OF TIME AND OPERATION SCENARIOS FOR THE BUSINESS.
AND THEN WE HAVE IN THIS TOP ROW IS DURING WEEKDAY BUSINESS HOURS.
YOUR TYPICAL BUSINESS HOURS ARE FOR 8 TO 5. THEY WOULD BE HAVING UP TO 56 STUDENTS, 12 EMPLOYEES, WHICH WOULD RESULT IN 40 TOTAL PARKING SPACES REQUIRED.
IN THE EVENING HOURS AS WELL AS ON THE WEEKENDS THEY'RE PROPOSING TO INCREASE THE CLASS SIZES UP TO 80 STUDENTS AND 20 EMPLOYEES AT ITS MAXIMUM POTENTIAL, WHICH WOULD BE RESULTING IN 60 SPACES. SO AS PART OF THE ANALYSIS HERE, STAFF DID LOOK AT WHAT WERE THE INCREASED CLASS SIZES AS WELL AS DURING WITH THE REDUCTION IN UTILIZATION OF PARKING IN THE CENTER AND THESE OFF HOURS.
WHAT WERE THE OTHER BUSINESS OPERATIONS IN THE VICINITY AND WHAT WERE THEIR HOURS OF OPERATION SPECIFICALLY IN THE EVENING AND ON THE WEEKENDS? AND SO FROM SURVEYING OF THE AREA, IT WAS DETERMINED THAT THERE WAS ADEQUATE PARKING THEIR SURVEYS THAT WERE PROVIDED IN THE ATTACHMENTS IDENTIFYING THIS, THAT ALMOST ALL THE BUSINESSES ARE CLOSED AT THAT 5 P.M.
TIMELINE AS WELL AS ON THE WEEKENDS. ALSO IN ADDITION TO THAT, THE CLASSES AND THE CLASS TIMINGS ARE STRUCTURED SO THAT THERE'S A BREAK IN BETWEEN CLASSES TO ALLOW FOR THE EXITING AND ENTERING OF CUSTOMERS OR PARTICIPANTS AS THEY GO FROM CLASS TO CLASS. AND THOSE ARE STAGGERED THROUGHOUT THE DAY AS WELL.

SO NOISE WAS ALSO ASSESSED AS PART OF THE OPERATIONS OF THE BUSINESS TO ENSURE THAT THE CONDITIONAL USE PERMIT IS ASSESSING THAT THERE ARE NO IMPACTS TO THE ADJACENT BUSINESSES.
AND AS PART OF THAT IN THE ASSESSMENT BY STAFF, THERE WERE NO CONCERNS RELATED TO NOISE IMPACTS TO ADJACENT USES AND THAT ALL THE INSTRUCTION WOULD OCCUR INDOORS, THE AMPLIFIED MUSIC WOULD BE PLAYED FOR PERFORMANCES, BUT WOULD BE AT A LOW LEVEL.
AND THIS IS CONSISTENT WITH CURRENT OPERATIONS.
AND IN ADDITION TO THAT, THOSE ARE, AS PREVIOUSLY STATED, SIMILAR OPERATIONS TO WHAT'S CURRENTLY IN PLACE AT THEIR CURRENT LOCATION AND AT THEIR CURRENT LOCATION, THEY'VE RECEIVED NO NOISE COMPLAINTS ABOUT THE MUSIC OR ANY OTHER ACTIVITIES.
AND THEN THE APPLICANT DID PROVIDE LETTERS FROM THE ADJACENT BUSINESSES STATING THAT THEY'VE NEVER HAD ANY COMPLAINTS WITH THE MUSIC OR ANY OTHER OPERATIONS RELATED TO THE BUSINESS. SO AN ANALYSIS OF THE CONDITIONAL USE PERMIT RELATED TO THE FINDINGS, THE PROPERTY IS ADEQUATE IN SIZE AND SHAPE TO ACCOMMODATE THE PROPOSED PERSONAL IMPROVEMENT SERVICE USE.
THERE ARE SPECIFIC CONDITIONS THAT HAVE BEEN APPLIED TO THE PROJECT TO ENSURE THAT THE BUSINESS OPERATIONS DON'T IMPACT THE ADJACENT USES, WHICH ARE PRIMARILY FRAMED AROUND THE BUSINESS HOURS OF OPERATIONS AS WELL AS THE CLASS SIZES.
