I WILL PASS THIS TO RYAN. GOOD EVENING COMMISSIONERS. THE FIRST ITEM FOR DISCUSSION TONIGHT IS SPEED CUSHIONS ON THE 300 BLOCK OF AVENUE F BETWEEN PCH AND PV BOULEVARD.

IT'S ABOUT BEEN OVER A YEAR SINCE WE'VE TALKED ABOUT SPEED CUSHIONS HERE. SO AS AN OVERVIEW, HERE'S THE STUDY AREA. THE NOTICING AREA FOR THE AVENUE F REQUEST GOES BETWEEN PCH AND PV BOULEVARD AT PV BOULEVARD. THERE'S A STOP SIGN TRAFFIC SIGNAL AT PCH.

THE LOTS HIGHLIGHTED IN BLUE ALONG THE ABOUT QUARTER MILE BLOCK ARE ALL THE NOTICING THAT WENT OUT FOR THIS AGENDA ITEM AS WELL AS ALL THE PROPERTY OWNERS ON THIS BLOCK. JUST A TIMELINE OF THE PETITION AND THE PETITION WE RECEIVED THIS REQUEST IN MARCH 2026.

WE FIRST INVESTIGATED THE STREET TO SEE IF IT WOULD QUALIFY FOR SPEED CUSHIONS, PER THE CITY COUNCIL'S POLICY, SUCH AS GRADES, ALIGNMENT AND CLASSIFICATION.

ONCE WE PASS THAT THRESHOLD, WE PROVIDED THE PETITION FORMS TO THE RESIDENT.

WE REQUIRE TWO THIRDS RESIDENT APPROVAL OF SPEED CUSHIONS BEFORE WE CAN PROCEED.

SO THAT'S 26 OF THE 39 HOMES OR ADDRESSES ON THE STREET.

WE RECEIVED 33 SIGNATURES AND WE DID SPOT CHECKS OF RESIDENCY.

AND SO BECAUSE WE WERE WELL OVER TWO THIRDS, WE MOVED FORWARD WITH THE ENGINEERING STUDY.

IN THE CITY COUNCIL'S SPEED CUSHION POLICY THIS REQUIRES, AFTER THE PETITION SIGNATURES, TO DO A SPEED AND VOLUME STUDY.

THE THRESHOLDS TO IN ORDER FOR US TO RECOMMEND A SPEED CUSHION, ARE 32 MILES OR ABOVE OF 85TH PERCENTILE SPEEDS, AND THE STREET HAS NO MORE THAN 3,000 AVERAGE DAILY TRAFFIC 3,000 CARS PER DAY.

AND AS I MENTIONED BEFORE, IT MET OTHER CRITERIA SUCH AS THE GRADE, THE CLASSIFICATION, AND THE HORIZONTAL AND VERTICAL ALIGNMENT.

HERE'S A SUMMARY OF THE SPEEDS AND VOLUMES WE SAW.

BECAUSE OF THE LENGTH OF THIS BLOCK, WE TOOK DATA ON TWO SEGMENTS OF THE STREET ONE AROUND 310 AVENUE F AND THE OTHER AROUND 330 AVENUE F.

AS YOU CAN SEE HERE, WE DID HIT 32MPH NEAR 330, AND OUR TRAFFIC VOLUMES ARE WELL BELOW THE 3,000 VEHICLE LIMIT, AND THESE COUNTS WERE TAKEN OVER A 24 HOUR PERIOD, SEVEN DAYS A WEEK IN THE END OF APRIL, BEGINNING OF MAY. SO THEREFORE, WE DECIDED THAT WE COULD RECOMMEND SPEED CUSHIONS.

AND BASED ON THE LENGTH OF THE BLOCK, WE'RE RECOMMENDING THEM AT THREE LOCATIONS SHOWN ON THE SCREEN HERE.

THIS GIVES ABOUT A 250 TO 300 FOOT SPACING FOR BETWEEN SPEED CUSHIONS.

THAT'S TYPICAL PRACTICE. OUR SPEED CUSHIONS ARE MODULAR IN NATURE, AND THEY ALLOW FOR EMERGENCY VEHICLES, AMBULANCES TO STRADDLE THEM AND NOT HAVE TO SLOW DOWN AS MUCH.

THESE SPEED CUSHIONS ARE PREFABRICATED. THE SIGNAGE AND ASSOCIATED STRIPING WOULD BE INSTALLED SIMILAR TO OTHER SPEED CUSHIONS IN THE NEIGHBORHOOD.

THE BLOCKS TO THE NORTH HAVE THEM ALREADY AND WE WILL NOT BE REMOVING ANY PARKING.

THESE LOCATIONS WERE ALSO PROVIDED IN THE RESIDENT NOTICING.

SO ALL RESIDENTS AND PROPERTY OWNERS WERE NOTIFIED OF THE PROPOSED LOCATIONS.

HERE'S A MAP OF THE PROPOSED LOCATIONS. THERE ARE A COUPLE SEGMENTS OF THE STREET THAT HAVE GRADES OVER 8%.

THAT'S WHERE WE WOULD NOT RECOMMEND SPEED CUSHIONS.

SO WE WERE ABLE TO FIND LOCATIONS ON THE STREET THAT WERE FLAT ENOUGH AND HAD ADEQUATE VISIBILITY OF THOSE SPEED CUSHIONS TO PROVIDE A RELATIVELY EVEN SPACING UP AND DOWN THE BLOCK. AND THAT'S OUR PRESENTATION. WE DO RECOMMEND THAT THE COMMISSION RECOMMEND THESE SPEED CUSHIONS FOR THE CITY COUNCIL TO APPROVE. I'M HAPPY TO ANSWER ANY QUESTIONS.

THANK YOU RYAN FOR YOUR PRESENTATION. I WAS WONDERING WHAT TYPE OF SPEED CUSHION YOU'RE RECOMMENDING.

IS IT A TACK ON? IS IT ASPHALT? IT'S TACKED ON.

SO IT'S A RECYCLED RUBBER AND IT'S BOLTED INTO THE ASPHALT.

IT'S A TYPICAL MODEL THAT WE AND HERMOSA BEACH USE.

AND WHAT WOULD YOU CONTRIBUTE TO THE ABILITY OF THE RESIDENTS TO GET SO MANY PEOPLE TO SIGN UP FOR THIS SITUATION WHERE I KNOW WE'VE HAD THAT ISSUE OF TRYING TO GET TWO THIRDS OF RESIDENTS IN THE PAST FOR SPECIFIC ISSUES.

I THINK IT REALLY DEPENDS ON THE BLOCK. AND BECAUSE THIS IS A RESIDENT DRIVEN PROCESS, I BELIEVE THAT RESIDENT IS HERE TONIGHT.

SO IT DOES TAKE THE WORK OF, YOU KNOW, THE RESIDENTS WHO, YOU KNOW, ADVOCATE FOR THE BLOCK AND TRY TO BUILD SUPPORT ON THE STREET.

WE DON'T HAVE THE RESOURCES AS STAFF TO HELP CONVINCE OR DETERMINE THAT DECISION.

WE, WE LEAVE THAT TO THE RESIDENTS TO DO. ANECDOTALLY, I WOULD SAY, YOU KNOW, THE STREETS IN SOUTH REDONDO TEND TO HAVE IT EASIER IN TERMS OF GETTING APPROVAL FOR THESE BECAUSE IT'S MOSTLY SINGLE FAMILY OR 2 OR 3 ON A LOT HOMES.

WE HAVEN'T HEARD A LOT OF REQUESTS UP IN NORTH REDONDO, ESPECIALLY WHERE THERE'S MORE APARTMENT COMPLEXES, IT CAN BE HARD TO REACH YOUR NEIGHBORS THAT WAY.

AND THE, THE BLOCKS IN NORTH REDONDO TEND TO BE NARROWER STREETS, SLOWER SPEEDS, MORE INTERSECTIONS AND SHORTER BLOCK LENGTHS COMPARED TO SOUTH REDONDO.

WE HAVE SOME PRETTY WIDE STREETS WITH WIDE LANES AND LONG STRETCHES LIKE A QUARTER MILE IN THIS CASE BETWEEN TRAFFIC CONTROL.

SO I THINK WE HEAR MORE ABOUT EXCESSIVE SPEEDS DOWN IN SOUTH REDONDO.

I HAVE A QUICK QUESTION, RYAN. OH, SORRY. YEAH, SORRY.

WE'RE STARTING TO SEE MORE AND MORE STREETS WITH THESE SPEED CUSHIONS. LIKE WHERE I LIVE, THE STREET, WE HAVE SPEED CUSHIONS.

AND I THINK THIS IS BECOMING LIKE A POPULAR REQUEST AMONGST RESIDENTS TO FOR JUST SPEED REDUCTION.

BASED ON THE DATA THAT YOU HAVE, I'M JUST CURIOUS HAS IT BEEN AN EFFECTIVE MECHANISM TO REDUCE SPEED NOT PROVIDE ANY NUISANCE BECAUSE OF THE NOISE, OBVIOUSLY.

HAS IT BEEN LIKE AN EFFECTIVE IMPLEMENTATION.

I MEAN, WE'RE SEEING THIS THROUGHOUT THE CITY. YEAH. ANECDOTALLY, WE'VE HEARD A LOT OF GOOD SUPPORT. I THINK ONLY 1 OR 2 RESIDENTS SINCE I'VE STARTED WORKING HERE HAS COMPLAINED ABOUT SPEED CUSHIONS.

WE DO HAVE DATA, ACTUALLY FOR THE FLAGLER SPEED TABLES.

THOSE ALLOW A SLIGHTLY HIGHER SPEED. THE 85TH PERCENTILE SPEED ON FLAGLER DROPPED BY AT LEAST NINE MILES PER HOUR.

SO IT WAS GOING FROM LIKE 32 TO 34MPH RIGHT IN FRONT OF DOMINGUEZ PARK.

AND THOSE CROSSWALKS THERE. AND IT WENT DOWN TO LIKE THE MID 20S BELOW THE SPEED LIMIT.

SO WE CONSIDER THAT A BIG SUCCESS. SO RESIDENCES HAVE BEEN OVERALL POSITIVE.

YES THEY HAVE. YEAH. WE HAVEN'T HEARD ANY YOU KNOW, REPEATED COMPLAINTS.

AND BECAUSE E HAS CUSHIONS, I THINK A LOT OF PEOPLE CHOOSE TO USE F AS THAT THOROUGHFARE SO THAT THEY DON'T HAVE TO WAIT FOR THAT LEFT HAND TURN OR A LIGHT, OR TO MAKE A RIGHT HAND TURN GOING THE OTHER WAY.

SO I THINK THAT'S ONE REASON THAT PEOPLE DO SPEED THROUGH THERE IS JUST TO KIND OF CUT THE CORNER AND AVOID THAT INTERSECTION.

AND WE HAVE GREAT FAMILIES, GREAT CHILDREN ON THE BLOCK, AND WE JUST HOPE TO KEEP THEM ALL SAFE.

AS YOU CAN SEE, THERE'S NOBODY IN THE AUDIENCE HERE, BUT WE DID GET CONFIRMATION THAT THOSE MAILINGS DID REACH THOSE ADDRESSES.

WE DID GET A BOUNCE BACK. SO WE CAN CONFIRM THAT THE MAILINGS WERE SENT.

AS YOU MAY RECALL, WE PREVIOUSLY DISCUSSED THIS TOPIC AT THE COMMISSION IN JANUARY 2025.

THIS WAS A REFERRAL FROM THEN COUNCILMEMBER NEHRENHEIM TO STUDY PALOS VERDES BOULEVARD FOR PROTECTED BIKE LANES.

WE LOOKED AT THE PARKING AND WE PERFORMED A MULTI-DAY PARKING STUDY ALONG PV BOULEVARD.

FOUND VERY LOW PARKING UTILIZATION AND AT THE MEETING IN JANUARY 2025, THE COMMISSION VOTED UNANIMOUSLY TO DESIGN AND CONSTRUCT PROTECTED BIKE LANES ON THE STREET. THAT MONEY WAS INCLUDED IN THE CITY COUNCIL'S FISCAL YEAR BUDGET.

SINCE THEN, WE'VE BEEN WORKING ON THE DESIGN AND ACCRUING ENOUGH MONEY TO PAY FOR THE PROJECT.

AT THIS TIME, THE DESIGN IS NOW COMPLETE AND WE ARE HOPING TO PUT THIS IN THROUGH A SLURRY SEAL PROJECT THIS SUMMER, SUBJECT TO CITY COUNCIL APPROVING THE PLANS. ON THE TOP, AS WE SHOWED LAST TIME, IS THE EXISTING CONFIGURATION OF PALOS VERDES BOULEVARD, TWO LANES IN EACH DIRECTION, WITH EIGHT FOOT PARKING ON BOTH SIDES.

BECAUSE THE PARKING UTILIZATION WAS SO LOW, THE PROPOSED CONFIGURATION IS TO REPLACE THAT STREET PARKING BETWEEN PCH AND SOUTH IRENA WITH A SIX FOOT BIKE LANE WITH A FOUR FOOT BUFFER BETWEEN AND NARROWING THE LANES TO TEN FEET, WHICH SHOULD ALSO ACHIEVE TRAFFIC CALMING.

ON THE LEFT IS A SNIPPET OF THE SIGNING AND STRIPING PLAN THAT WAS PREPARED FOR THIS PROJECT.

THE WHOLE PLAN WAS INCLUDED. HERE ON THE RIGHT ARE PHOTOS OF THE PROTECTION MATERIALS WE'LL BE USING.

WE ARE CURRENTLY PROPOSING PREFABRICATED BOLT IN PLACE CONCRETE CURBS.

WE BELIEVE THIS IS THE MOST ESTHETICALLY PLEASING CHOICE, WHILE STILL OFFERING ROBUST PROTECTION FOR CYCLISTS, AND IS VERY LOW MAINTENANCE. WE WILL BE USING A SMALL NUMBER OF FLEXIBLE POSTS OF A HIGHER THREE FOOT HEIGHT SO THAT THEY'RE REFLECTIVE AND DRIVERS AND CYCLISTS CAN SEE THEM. BUT OVERALL, WE BELIEVE THIS DESIGN WOULD PROVIDE THE BEST PROJECT AND A GOOD DESIGN STANDARD FOR REDONDO BEACH.

WE'RE STILL GOING THROUGH THE COST ESTIMATES FOR THESE MATERIALS AS A LAST RESORT, IF WE ARE NOT ABLE TO FUND THESE CONCRETE BARRIERS, WE MAY USE PARKING STOPS INSTEAD. THEY LOOK VERY SIMILAR AND ARE RUBBERIZED MATERIAL, BUT THAT WOULD BE THE LAST RESORT.

WE DON'T ANTICIPATE FILLING THIS CORRIDOR WITH PLASTIC BOLLARDS.

THAT'S A SIMPLE PRESENTATION. WE WANT TO PROVIDE ONE FINAL OPPORTUNITY FOR THE COMMISSION AND THE PUBLIC TO PROVIDE INPUT BEFORE WE SEND THE PLANS TO THE CITY COUNCIL FOR APPROVAL.
